CITY COUNCIL MINUTES OCTOBER 17, 1977

 

The Jonesboro City Council met in regular session, Monday, October 17, 1977, at 7:30 P.M. in the Municipal Court Room. Present: Mayor, City Attorney, City Clerk, and all aldermen except Mr. Bridger.

 

Mr. Minx moved that the minutes of October 3, 1977, be approved as mailed, seconded by Mr. Shelton, all voted aye.

 

On motion by Mr. Stricklin, seconded by Mr. Hinson, the Mayor and City Clerk were requested to quit claim deed 6 feet of property on Wilkins at Indian Mall to Mr. Ed Wormack. All council voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND SECTION 10-1 OF THE CODE ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS: PROVIDING FOR THE COLLECTION OF GARBAGE AND FOR OTHER PURPOSES

 

Mr. Minx moved that the ordinance be tabled for two weeks, seconded by Mr. Hannah, all voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT CLERK OF CRAIGHEAD COUNTY, DATED JUNE 20, 1977; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Smith with unanimous vote of council. The ordinance was given the number 1611.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

On motion by Mr. Hannah, seconded by Mr. Shelton, the ordinance was adopted with the emergency clause, by unanimous vote of council. The ordinance was given the number 1613.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Minx, all voted aye, except Mr. Province who voted nay and the ordinance was given #1614.

 

The following ordinance was on 3rd reading

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

The ordinance was adopted with the emergency clause, on motion by Mr. Stricklin, seconded by Mr. Hinson with unanimous vote of council. The ordinance was given the number 1615.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Smith, all voted aye and the ordinance was given #1616.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Minx offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED JULY 21, 1977, LOCATED IN WARD 4, AND ZONED RESIDENTIAL (R-1)

 

Jerry Reece, representing the Parks Commission, reported to council that the commission requested that the Nettleton Fire Station be made available to the public and that between $500.00 and $1000.00 be spent for repairs.

 

Mr. Park moved that the building be made available and that up to $1000.00 be spent for paint and tables and chairs. The motion was seconded by Mr. Shelton, all voted aye.

 

Mr. Smith moved that the money spent for the improvements to be allocated from Capital Improvements, General Fund. The motion was seconded by Mr. Hinson and received unanimous vote of council.

 

On motion made by Mr. Hinson, seconded by Ms. Haigler, permission was granted to place a mobile home at 1003 E. Washington with the only dissenting vote being cast by Mr. Minx.

 

Mr. & Mrs. Walter Smith addressed council concerning establishing a private cab service. Mr. Zolper advised the parties to seek the aid of an attorney for legal actions involved in the matter.

 

The Mayor read a letter from the executive committee of ACORN requesting a citizens’ panel to study a comprehensive public transportation system. Mr. Hannah requested that the Acorn executive board be responsible for persons to serve on the panel.

 

Mayor advised council that the Federal Guidelines for urban renewal required that a citizen participation committee be appointed and he offered the following names for consideration:

Anna Mae Clay                     Margaret Johnson

 

Members of Acorn asked council to study the feasibility of making Patrick Street one-way. The Mayor asked the Safety Officer to give a report at the following meeting.
