CITY COUNCIL MINUTES - AUGUST 21, 2000

 

The Jonesboro City Council met Monday, August 21, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 12 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Councilman Perrin moved, seconded by Councilman Young to approve the minutes, from August 7, 2000 as provided earlier. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Councilman Moore moved, seconded by Councilman Crockett to move the next council meeting to September 5, 2000 due to the Labor Day Holiday. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Item 4-A was pulled from consideration:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A HANDHELD TICKET WRITING SYSTEM.

 

Mayor Brodell requested the matter be pulled from the agenda.

 

Councilman Tate offered the following ordinance:

 

ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A 550G CASE DOZER FROM TOWN AND COUNTRY FOR THE STREET DEPARTMENT.

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Young to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3241.

 

Councilman Perrin moved, seconded by Councilman Moore for the adoption of a resolution setting a public hearing for September 5, 2000 at 6:15 p.m. for the purpose of hearing comments in the vacating and abandonment of a portion of Baswell Street, a/k/a Gwyndale Avenue, between Stadium Boulevard and Brazos Street. The request was made by Rev. David Burgess, of Community Fellowship Church. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2000:30.

 

Councilman Young moved, seconded by Councilman Rorex for the adoption of a resolution setting a public hearing for September 5, 2000 at 6:05 p.m. for the purpose of hearing comments in the vacating and abandonment of a portion of Marchbanks Circle and certain utility easements. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned resolution number 2000:31.

 

Councilman Tate moved, seconded by Councilman Kelton to set an appeal hearing for September 5, 2000 at 5:45 p.m. regarding denial recommendation by the Metropolitan Area Planning Commission to rezone property from R-1 to C-3, located on Stadium Boulevard, south of Bunting Drive. The request was filed by Mr. Terry Henson. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

Councilman Tate moved, seconded Councilman Crockett for the adoption of a resolution authorizing participation in the Arkansas department of Parks and Tourisms Outdoor Recreation Grant Program for Allen Park. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2000:32.

 

Under new business, Mayor Brodell announced the hiring of Mr. Bill Smith, as the new Parks Director for the City of Jonesboro. Mayor Brodell encouraged everyone to get to know Mr. Smith and to work with him. Councilman Rega, Chairman of the Personnel Committee stated the committee had interviewed several applicants and after an extensive background check on Mr. Smith, recommend to Council the hiring of Mr. Smith as Parks Director. Mr. Larry Fugate, of the Jonesboro Sun questioned what Mr. Smith’s annual salary would be. Mayor Brodell stated he would begin at $45,000.00 annually.

 

Councilman Tate offered the following ordinance for first reading:

 

ORDINANCE TO AMEND THE 2000 BUDGET TO APPROPRIATE FUNDS FOR THE PAVING OF JOE MACK CAMPBELL PARK AND TO PURCHASE A CASE CRAWLER 550G DOZER WITH FUNDS TO COME FROM THE STREET DEPARTMENT

 

Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Rega to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Rega moved, seconded by Councilman Tate for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3242.

 

Councilman Young moved, seconded by Councilman Copeland for the adoption of a resolution authorizing the City of Jonesboro to participate in the Airport Improvement Program offered by the Federal Aviation Administration, Project Number : 3-05-0033-09-00. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2000:33.

 

Councilman Rorex moved, seconded by Councilman Moore to amend a traffic resolution to eliminate 20 M.P.H. Speed signs from a traffic resolution. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Perrin for the adoption of the resolution as amended to place a STOP sign at Melton Drive, and a YIELD sign on Ponderosa Drive. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2000:34.

 

With no further business, the meeting was adjourned.
