CITY COUNCIL MEETING OCTOBER 20, 1975

 

The Jonesboro City Council met in regular session, Monday, October 20, 1975, at 7:30 p.m. There were present: City Attorney, City Clerk, and the following named aldermen: Ward, Sanderson, Bridger, Burns, Stricklin, Minx, Bowers, Haggenmacher, Johnson, Hannah and Darling. In the absence of the Mayor, Vice Mayor, Gary Smith presided.

 

After Mr. Jim McKinnon had reported to council on the resurfacing and shoulder widening of Nettleton Avenue, Mr. Hannah moved that the project be referred to the Street Committee. Motion seconded by Mr. Burns and received unanimous vote of council.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES

 

Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bowers. All members of Council voted aye. The ordinance was given the number 1471.

 

After a lengthy report from members of the Acorn Group, their requests were referred to Mr. Joe Tomlinson.

 

The following ordinance was on third and final reading:

 

ORDINANCE TO VACATE ALLEYS AND FOR OTHER PURPOSES

 

Mr. Stricklin moved for the adoption of the ordinance, seconded by Mr. Sanderson. All members of council voting aye, except Mr. Bridger who passed. The ordinance was given the number 1472.

 

The following Ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 2-24.6 (B) WHICH PROVIDES QUALIFICATIONS FOR EMPLOYMENT OF FIREMAN, AND FOR OTHER PURPOSES

 

Mr. Haggenmacher moved that the Ordinance be placed on third and final reading, seconding Mr. Hannah. Roll call voting aye, Ward, Bridger, Burns, Minx, Stricklin, Smith, Bowers, Haggenmacher, Johnson, Hannah, Darling. Voting nay, Sanderson. The ordinance was then read for the final time and Mr. Hannah moved for the adoption of same to include the emergency clause. Voting aye, Ward, Bridger, Burns, Stricklin, Minx, Smith, Bowers, Haggenmacher, Hannah and Darling. Voting nay, Sanderson, Johnson. Motion carried. The ordinance was given the number 1477.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND SECTION 24-4 OF THE CODE OF ORDINANCES TO THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR THE ZONING OF ANNEXED AREAS AND FOR OTHER PURPOSES

 

Mr. Bowers moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hannah. Motion carried with the only descending vote being cast by Mr. Sanderson. The ordinance was given the number 1473.

 

Mr. Stricklin offered the following Resolution:

 

RESOLUTION SETTING A TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICEMEN’S PENSION AND RELIEF FUND

 

RESOLUTION TO LEVY A TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE FIREMAN’S PENSION FUND

 

Mr. Hannah moved for the adoption of the resolutions, seconded by Mr. Ward. All councilmen voted aye. The resolution concerning the Policemen’s Pension Fund was given the number 1975:19. The resolution concerning the Firemen’s Pension Fund was given the number 1975:20.

 

Mr. Hannah offered the following resolutions:

 

RESOLUTION TO LEVY A 5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY IN ORDER TO CARRY ON THE GOVERNMENT OF THE CITY OF JONESBORO

 

RESOLUTION TO LEVY 1 MILL ON ALL REAL AND PERSONAL PROPERTY FOR A CITY LIBRARY TAX

 

Mr. Bowers moved for the adoption of the resolutions, seconded by Mr. Hannah. All voted aye, motion carried. The resolution concerning the 5 mill tax was given the number 1975:21. The resolution concerning the Library Tax was given the number 1975:22.

 

Mr. Sanderson moved, with Mr. Darling seconding the motion that the appraised value of the four lots at Bridge and Washington be presented to council before they are sold. All voted aye, motion carried.

 

Mr. Johnson offered the following ordinances for 1st reading.

                     

AN ORDINANCE AMENDING ORDINANCE NO. 1215A; AN ORDINANCE DESIGNATING PARTS OF RAINS STREET AND COBB STREET AS ONE WAY STREETS: AND FOR OTHER PURPOSES

 

AN ORDINANCE AMENDING ORDINANCE NO. 1240; AN ORDINANCE DESIGNATING PARTS OF GREENWOOD, ROY AND FLOWERLAND STREETS AS ONE WAY STREETS FOR CERTAIN HOURS DURING SCHOOL MONTHS: AND FOR OTHER PURPOSES

 

AN ORDINANCE AMENDING ORDINANCE 1238; AN ORDINANCE DESIGNATING PART OF FISHER STREET AS ONE WAY STREET DURING SCHOOL MONTHS: AND FOR OTHER PURPOSES

 

Mr. Johnson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hannah. All voted aye, and the ordinance was read for the second time.

 

Mr. Hannah then moved that the rules be suspended and the ordinances be placed on third and final reading, seconded by Mr. Johnson. All voted aye, and the ordinances were read the third time.

 

Mr. Sanderson moved for the adoption of the ordinances to include the emergency clauses, seconded by Mr. Hannah. All voted aye. The ordinance amending Ordinance No. 1215A was given the number 1474. The ordinance amending Ordinance No. 1240 was given the number 1475. The ordinance amending Ordinance 1238 was given the number 1476.

 

Mr. Minx moved, seconded by Mr. Hannah that permission be granted the City to ask for cleaning bids for uniform employee’s bids to be opened at the November 3 meeting. All voted aye.

 

Mr. Tomlinson advised council that the address for placing a mobile home at 1113 E. Washington as appearing on the agenda should be corrected to 801 Hope. Mr. Ward moved that permission be granted, seconded by Mr. Hannah, with the only descending vote cast by Mr. Minx.

 

The following ordinance was on 1st reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED AUGUST 19, 1975; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the bills be paid as okayed by the finance committee, seconded by Mr. Ward. All voted aye.

 

Mr. Darling moved with Mr. Bowers seconding the motion that the safety officer, Mr. Bob Smith be asked to draw up an ordinance requesting a 20 MPH speed zone on Rich Road, in lieu of speed humps. All voted aye, motion carried.

 

Mr. Ralph Stricklin commended the Cemetery Department for the fine work that they are doing, and wished the commendation to be made a part of the official records of the City.

 

There being no further business, council adjourned.
