RESOLUTION TO AUTHORIZE THE MAYOR TO APPLY TO OBTAIN ADVANCE FUNDS FROM THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974

WHEREAS, Community Development Block Grant Program has been enacted by legislation of the Housing and Community Development Act of 1974, Public Law 93-383, which begins on January 1st, 1975; and
WHEREAS, the City Council desires to apply for these funds by application; and
WHEREAS, the City Council has designated that the Jonesboro Urban Renewal and Housing Authority prepare an application; and
WHEREAS, it is necessary to establish a letter of credit to disburse funds under the aforementioned act; and
WHEREAS, to establish that letter of credit it is necessary that the City Council of Jonesboro, Arkansas authorize the Mayor to authenticate all necessary signatures required on Form FF-1194, authorized signature card for payment voucher on letter of credit; and
WHEREAS, to establish that letter of credit it is necessary that the City Council of Jonesboro, Arkansas authorize the mayor the authenticate all signature care for payment voucher on letter of credit; and
WHEREAS, it is necessary that the City Council of Jonesboro, Arkansas allow the Mayor the right to delegate to Jimmy McKinnon, Shirley Powell, Louise Schmidt and Shirley Watkins authority to execute Treasurer From GFO-7578, Request for Payment on Letter of Credit and Status of Funds Report; and
WHEREAS, it is necessary to obtain advancement of funds under the Housing and Community Development Act of 1974, Public Law 93-383, to further the advancement of this program, the City Council of Jonesboro, Arkansas does hereby authorize the Mayor to make all necessary applications required to obtain said funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas:
(1) That the City Council does hereby authorize the Mayor to authenticate all necessary signatures required of form FF-1194, authorize signature care for payment vouchers on letters of credit.
(2) That the City Council allow the Mayor the right to delegate to Jimmy McKinnon, Shirley Powell, Louise Schmidt and Shirley Watkins the authority to execute Treasury Form GFO-7578, Request for Payment on Letter of Credit and Status of Funds Report.
(3) That advance funds which are available under the Housing and Community Development Act of 1974, Public Law 93-383, are needed to further the advancement of the program.
(4) That the City Council does hereby authorize the Mayor to make all necessary applications which are required to obtain advance funds under the Housing and Community Development Act of 1974, Public Law 93-383.
(5) That this authorization be effective this 20th day of January, 1975.
