BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:   
 
SECTION 1: Ordinance No. 954 known as the Zoning Ordinance of the City of Jonesboro, Arkansas, be amended as Recommended by the Metropolitan Area Planning Commission by the changes in zoning classifications as follows:
 
From Residential (R-1) to Commercial (C-4) of property described as follows:
 
A part of the Southeast Quarter of the Southwest Quarter of Section 20, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows: Begin at the Southeast Corner of the Southeast Quarter of the Southwest Quarter of aforesaid Section 20, thence North 0°49'17" East along the Quarter Section Line - 210.0 feet; thence South  89°50'17" West - 210.00 feet; thence South 0°49'17" West - 177.55 feet to the North right of way line of Arkansas State Highway No. 18 (Highland Drive); thence South 89°56'45" West along said right of way line - 226.59 feet to the point of beginning proper; thence along said right of way as follows: South 89°56'45" West - 93.11 feet; North 84°20'37" West - 50.25 feet; South 89°56'45" West - 93.63 feet; North 89°59'46" West - 23.16 feet to the East right of way line of Hillcrest Drive; thence North 0°47'10" East along said right of way line - 306.54 feet to the South right of way line of Hillcrest Drive; thence North 89°49'54" East along said right of way line - 260.00 feet; thence South 0°47'10" West - 312.10 feet to the point of beginning proper, containing 1.84 acres, more or less, subject to all rights of way and easements of record.

SECTION 2: It is found and declared by the City Council that the proper use of the tract (tracts) of land described above in this Ordinance is being delayed because of improper zoning, and that therefore, an emergency is hereby declared to exist and this Ordinance, being necessary for the preservation of the public peace, health and safety, shall take effect and be in full force from and after its passage and approval.
