May 12, 1955
body
The City Planning Commission of Jonesboro, Arkansas, met in regular session on May 12, 1955, at 9:30 P.M., in the Chamber of Commerce Office.
MEMBERS PRESENT: Jesse Banks, Charles Frierson, Al Hendrix, Mrs. Clifford Hill, Minor Markle, Lloyd Rebsamen, and Neal Thayer.
OTHERS PRESENT: Bill Perry and D.B. Aycock representing the Chamber of Commerce, and Richard Forbes of the University of Arkansas Planning Division.
The meeting was called to order by Chairman Charles Frierson and the minutes of the previous meeting were read and approved.
Mr. Forbes presented a map, as a tentative starter, for discussion of the major street system of the master street plan. Mr. Frierson discussed legal requirements and other details, and considerable discussion on classification of streets followed, D. B. Aycock stated that, as representing the Arkansas State College Committee of the Chamber of Commerce, he and his committee had consulted with college officials and that all were anxious to cooperate with the planning commission and to include in the street plan a major street leading from Caraway Road, at a point south of the Cotton belt Railroad, to East Matthews or East Washington Street, or both. After discussion, moved by Minor Markle, seconded by Lloyd Rebsamen, and carried that the planning commission, as a matter of policy, adopt their recommendations.
A detailed study of the maps submitted by Mr. Forbes followed, with many suggestions and changes by the various commission members. Moved by Lloyd Rebsamen, seconded by Minor Markle, and carried that the commission accept Map #2, designated as Proposed Major Street System of the Master Street Plan.
The commission considered a second map showing community facilities and, after discussion, moved by Lloyd Rebsamen, seconded by Minor Markel, and carried that the commission accept Map #1, known as Proposed Community Facilities Map of the Master Street Plan.
Chairman Charles Frierson instructed Lloyd Rebsamen, of the Street committee, to consult with the Street Committee of the Jonesboro City Council, upon receipt of the corrected major street system map, which Mr. Forbes indicated, would be approximately the 19th of May.
Chairman Charles Frierson examined and consulted at some length with the commission the proposed contract between the City of Jonesboro and the University of Arkansas for planning services, which had previously been approved by the commission and the City Council. The commission recommended that the major sign the contract as submitted.
The commission tentatively agreed to meet in special session June 1, 1955, to consider subdivision regulations.
Meeting adjourned.
