Minutes for the City Council meeting on February 19, 1996

PUBLIC HEARING - 6:20 p.m. - A public hearing was held as requested by John P. and Audrey Black for the purpose of vacating a five foot drainage easement located along the North side of Lot 18, Block A, in the Bellair Subdivision. Mr. Charles M. Mooney, Sr. was the attorney representing Mr. and Mrs. Black in this matter. With no opposition voiced the public hearing was closed.

 

CITY COUNCIL MINUTES, FEBRUARY 19, 1996

 

The Jonesboro City Council met Monday, February 19, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor, Donna Jackson, City Clerk; Phillip Crego, City Attorney, and 10 council members. Those members were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Vance and Councilman Province were unable to attend.

 

The minutes of February 5, 1996, were approved as mailed by Councilman Harpole seconded by Councilman Tate. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

Councilman Rega moved, seconded by Councilman Evans to table till the next council meeting, a decision on the Gary Winters appeal, regarding the M.A.P.C.’s granting a “Special Use Permit” to Dr. Jack Jones. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Betty Waddle & Patricia Waddel/ C. S. Mooney, Sr.)

 

Councilman Harpole moved, seconded by Councilman Kelton to amend the ordinance from Residential (R-2) to Commercial (C-4). A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. Councilman Harpole moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The ordinance was given the number 2681.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Dianne Duschl\Skip Mooney, Sr.)

 

Councilman Tate moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The ordinance was given the number 2682.

 

The following ordinance was up for the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Farmer Enterprises)

 

Councilman Young moved, seconded by Councilman Perrin for the adoption of the ordinance. Councilman Harpole recommended the M.A.P.C. give careful consideration when approving Industrial rezonings. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The ordinance was given the number 2683.

 

The following ordinance was up for the third and final reading:

Councilman Evans moved, seconded by Councilman Harpole for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The ordinance was given the number 2684

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Ruth Steinsiek - R-1 to C-3)

 

Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The ordinance was given the number 2685

 

Councilman Wise offered the following ordinance for the first reading:

Councilman Wise moved, seconded by Councilman Rega to further suspend the rules and place on the third and final reading. A voice vote was taken, resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Rega, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. Councilman Tate moved, seconded by Councilman Harpole for the adoption of the ordinance. A voice vote was taken, resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Rega, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The ordinance was given the number 2686

 

Councilman Wise offered the following ordinance for the first reading:

 

TO WAIVE THE BIDDING PROCESS FOR THE PURCHASE OF RADIO EQUIPMENT FOR THE POLICE DEPARTMENT.

 

Councilman Perrin moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A voice vote was taken, resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Rega, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. Councilman Young moved, seconded by Councilman Perrin to further suspend the rules and place on the third and final reading. A voice vote was taken, resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Rega, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. Councilman Wise moved, seconded by Councilman Perrin for the adoption of the ordinance. Councilman Harpole offered the following ordinance for the first reading:

 

AN ORDINANCE TO APPROPRIATE FUNDS FROM UNALLOCATED SALES TAX FOR THE PURCHASE OF A PARCEL OF LAND FOR INDUSTRIAL DEVELOPMENT.

 

Councilman Young moved, seconded by Councilman Evans to suspend the rules and place on the second reading. A voice vote was taken, resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Rega, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. Councilman Harpole moved, seconded by Councilman Roddy to further suspend the rules and place on the third and final reading. A voice vote was taken, resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Rega, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. Councilman Young moved, seconded by Councilman Evans for the adoption of the ordinance. The ordinance was given the number 2688

 

Councilman Tate moved, seconded by Councilman Perrin for the adoption of a resolution authorizing an agreement to issue bonds for the purpose of securing and developing industry within or near the city of Jonesboro. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The resolution was given the number 1996:06.

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a resolution endorsing a business, located at 2810 Quality Way to participate in the Arkansas Enterprise Zone. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The resolution was given the number 1996:07

 

Councilman Evans moved, seconded by Councilman Wise for the adoption of a traffic resolution placing “STOP” signs in the following locations:.

 

- On Martha Dr. at Johnwood Dr.

- On Roberta Dr. at Pam Dr.

- On Tower Park at Skyline Pointe (Both Sides)

- On Pinnacle Point at Tower Park Drive

- On Hidden Tree Lane at Southview Drive

- On Ridge View Drive at Hidden Tree Lane

- On Southdust Drive at Southwick Dr.

- On Ridgeview Drive at South Dust Drive

- On Southdust Drive at Southview Drive

- On Clover Drive at Sun Ave.

- On Outback Rd. at Craighead Forrest Rd.

- On Candis Drive at South Culberhouse Rd.

- On Tannehill Drive at South Culberhouse Rd.

- On Scotchpine Rd. at South Culberhouse Rd.

A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The resolution was given the number 1996:08

 

Councilman Perrin moved, seconded by Councilman Harpole for the adoption of a resolution declaring the intent of the city of Jonesboro to make certain expenditures toward Capital Improvements and to reimburse itself for such expenditures from the proceeds of bonds. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The resolution was given the number 1996:09

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a resolution requesting City Water & Light to place a security light in the police parking lot. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The resolution was given the number 1996:10

 

The following bids were reviewed:

 

•96:02 - 50 TON LOW BOY TRAILER - STREET DEPARTMENT

Councilman Harpole moved, seconded by Councilman Evans to accept low bid meeting bid specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

•96:03 - GRADER SCARIFIER - STREET DEPARTMENT

Councilman Harpole moved, seconded by Councilman Evans to accept low bid meeting bid specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

•96:04 - TRI-AXLE DUMP TRUCK - STREET DEPARTMENT

Councilman Rega moved, seconded by Councilman Harpole to accept the higher bid of Town and Country II because of its superior warranty. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

•96:05 - UTILITY MOWER TRACTOR - STREET DEPARTMENT

Councilman Young moved, seconded by Councilman Kelton to accept low bid meeting bid specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

•96:06 - FUEL SYSTEM - STREET DEPARTMENT

This bid was pulled for further research.

 

The following Appointments were reviewed:

 

Councilman Harpole moved, seconded by Councilman Perrin to accept the appointment of Jay Blackshare to fill an unexpired term on the Civil Service Commission. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

Councilman Harpole moved, seconded by Councilman Perrin to accept the appointment of Councilman Dave Young to fill an unexpired term on the City Water & Light Board. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

The following properties were considered for an extension on condemnation.

 

Councilman Evans moved, seconded by Councilman Wise to grant a 60 day extension to Mr. Herb Stallings for property located at 222 S. Bridge. A voice vote was taken resulting in all council members voting nay, with the exception of Councilman Evans who voted aye. Those members voting nay were: Wise, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole. The motion was denied, so condemnation on the property will continue.

 

The decision was made to continue with condemnation proceedings on property located at 348 N. Fisher, owned by Joe Von Lesley. No motion needed.

 

Councilman Harpole moved, seconded by Councilman Perrin to grant a 45 day extension to Sherry Russell for property located at 520 W. Forest. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

With no further business the meeting was adjourned.
