Minutes for the City Council meeting on February 1, 1965

The City Council of the City of Jonesboro, Arkansas met in regular session at City Hall, Monday night, February 1, 1965, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Sammons, Griffin, Wilson, Bridger, Darling, Stallings, Heern, Williams, Pardew, Mays, Ledbetter and Snow.

 

Mr. Snow offered the following resolution:

 

RESOLUTION NAMING JUDGES AND CLERKS FOR THE CITY WATER AND LIGHT ELECTION ON FEBRUARY 18, 1965

 

Mr. Sammons made the motion, seconded by Mr. Bridger that the resolution be adopted. On calling the roll, all voted aye and the motion carried. The resolution was given the number 1965:05.

 

After the following committees had reported and made their recommendations, Mr. Wilson moved with Mr. Bridger seconding the motion that the Fire and Police Committee’s recommendation be accepted which will give a $10.00 increase a month to all members of both departments and allow 2 additional men for the Police Department and 5 Sgts. instead of 4. On calling the roll all voted aye and the motion carried. From Sanitation Committee; Mr. Mays offered the following resolution:

RESOLUTION RAISING THE GARBAGE COLLECTIONS FEE TO $1.50 A MONTH EFFECTIVE FEBRUARY 18, 1965

 

Mr. Williams moved with Mr. Sammons seconding the motion that the resolution be adopted. On calling the roll, Mr. Snow voted no and all other members voted aye. Motion carried. The resolution was given the number 1965:06.

 

From the Finance Committee, Mr. Bridger moved with Mr. Mays seconding the motion that all of the city employees be given a $10.00 per month raise, City Clerk $200.00 per year and that all raises be retroactive to January 1st. Roll was called and all members voted aye and the motion carried.

 

Mr. Bridger offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND SECTION 1 OF ORDINANCE NO. 1019, FIXING THE SALARY OF THE CITY CLERK.

 

Mr. Mays made the motion, seconded by Mr. Ledbetter that the rule be suspended and the ordinance be placed on the second reading. On calling the roll, all voted aye and the motion carried. Mr. Wilson moved with Mr. Darling seconding the motion that the rule be further suspended  and the ordinance be placed on the third and final reading. All voted aye as the roll was called and the motion carried. Roll was called on the motion by Mr. Sammons, seconded by Mr. Griffin to adopt the ordinance and all voting aye. Motion carried. The ordinance was given the number 1115.

 

Mayor Sanderson appointed Roy Adams to the Plumber’s Examining Board, to replace Jethroe Brooks. Mr. Mays moved with Mr. Darling seconding the motion that the appointment be accepted. On calling the roll, all voted aye and the motion carried.

 

Mr. Snow made the motion, seconded by Mr. Ledbetter that the bills as okayed by the Finance Committee be paid. On calling the roll, all voted aye and the motion carried.

 

Mr. Mays offered the following ordinance for its first reading:

 

AN ORDINANCE TO AMEND SECTION 13-10 OF THE CODE OF ORDINANCES PROVIDING FOR OCCUPATION OR PRIVILEGE TAX.

 

Mr. Mays moved with Mr. Ledbetter seconding that the rule be suspended and the ordinance be placed on the second reading. Roll was called and all voted aye. Motion carried. Mr. Mays moved with Mr. Bridger seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. Roll was called. All voted aye and the motion carried. Mr. Mays then moved that the ordinance be adopted. Mr. Ledbetter seconded the motion. All voted aye, except Mr. Snow and he voted nay. Motion carried. Motion by Mr. Mays and seconded by Mr. Sammons to adopt the Emergency Clause. Mr. Snow voted nay and all other members voted aye. Motion carried. The ordinance was given the number 1114.

 

The 1965 budget was presented to Council and after discussion, Mr. Mays moved with Mr. Darling seconding the motion that Council temporarily adopt the said budget. Roll was called and all voted aye and the motion was carried.

 

There being no further business, Council voted unanimously to adjourn.
