Minutes for the City Council meeting on December 17, 1984

A Public Hearing was held at 6:30 p.m., December 17, 1984, at City Hall concerning closing of an alley in the Washington addition. No action was taken during this hearing by the Council.

 

A Public Hearing was held at 7:00 p.m., December 17, 1984, at City Hall concerning Revenue Sharing for 1985.

 

CITY COUNCIL MINUTES, DECEMBER 17, 1984

 

The Jonesboro City Council met in regular session, Monday, December 17, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all Aldermen.

 

The minutes of December 3, 1984, were approved as mailed on motion by Mr. Park, seconded by Mr. Blevins. All voted aye.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE CONFIRMING THE AUTHORIZATION TO ISSUE INDUSTRIAL DEVELOPMENT REVENUE BONDS; AMENDING ORDINANCE # 1897, PASSED AND APPROVED ON THE 5TH DAY OF NOVEMBER, 1984, PERTAINING TO THE ISSUANCE OF SUCH BONDS; AUTHORIZING AND PRESCRIBING OTHER MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Hannah moved, seconded by Mr. Mays, to suspend the rules and place the ordinance on 2rd reading. All voted aye. Mr. Nix further moved, seconded by Mr. Hannah to suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Mays moved, seconded by Mr. Hannah, to adopt the ordinance. All voted aye. Mr. Mays moved, seconded by Mr. Hannah to adopt the emergency clause. All voted aye. The ordinance was given the number 1903.

 

The following ordinance was on 3rd reading: (R-1 to R-3 on Matthews & Freeman)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE OF ZONING BOUNDARIES

 

Mr. Shelton moved, seconded by Mr. Stricklin to adopt the ordinance. All voted aye except Mr. Evans and Mr. Province. Motion passed. The ordinance was given the number 1904.

 

Mr. Shelton offered the following ordinance: (Vacate alley off of Washington)

 

AN ORDINANCE TO VACATE AND ABANDON A 10-FOOT ALLEY LOCATED ON THE EAST 48.10 FEET OF LOTS 1 & 2 OF THE WASHINGTON ADDITION TO JONESBORO, ARKANSAS

 

Concerning nomination of a new City Clerk, the council asked that the matter be tabled for 2 weeks so that the Mayor could receive more possibilities.

 

The following bids were up for review:

 

84:38                     Grave Excavation - Mr. Mays moved, seconded by Mr. Hannah, to award the bid to low bidder, Arkansas Concrete Works for the amount of $70.00 on week-days and $80.00 on week-ends. All voted aye.

84:39                      Police Mobile Radios - Mr. Hannah moved, seconded by Mr. Shelton, to award the bid to Motorola, low bidder, for the amount of $3,652.95 each and the total of 3 units. All voted aye.

84:40                     Police Package Auto’s - Mr. Hannah moved, seconded by Mr. Evans, to award the bid to low bidder, Central Chevrolet, for 4 units at $11,023.00 each. All voted aye

84:41                     Police Street Auto’s - Mr. Hannah moved, seconded by Mr. Evans, to award the bid to low bidder, Central Chevrolet, for 1 unit at $10,082.00. All voted aye.

 

After discussion between the Mayor and the Council concerning the resignation of Mike Cameron, City Engineer, Mr. Sanderson moved, seconded by Mr. Nix to advertise for a new “Public Works Director”. All voted aye.

 

Concerning amendments to the 1985 budget, Mr. Hannah moved, seconded by Mr. Mays, to increase the budget by $5,918.00. $4,218.00 for Administrative Professional Services and $1,700.00 in Cemetery Professional Services. All voted aye.

 

Mr. Nix moved, seconded by Mr. Province, to allow the Aldermen’s salaries to remain the same ($150.00/mo.) during the 1985 year. All voted aye except: Park, Stricklin, Shelton, Bridger, Evans, Hannah, Blevins, Mays. Motion failed.

 

Mr. Stricklin moved, seconded by Mr. Hannah, to approve the 1985 budget as amended. All voted aye.

 

Mr. Hannah offered the following ordinance: (1985 Budget - $5,785,552.00)

 

AN ORDINANCE ADOPTING A 1985 BUDGET FOR THE CITY OF JONESBORO

 

Mr. Hannah moved, seconded by Mr. Blevins to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Blevins, to further suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Blevins, to adopt the ordinance. All voted aye. The ordinance was given the number 1905.

 

Mr. Hannah moved, seconded by Mr. Sanderson, to thank Mr. Blevins and Mr. Province for their work with the Council and to have resolutions drawn to make the Council’s appreciation public record. All voted aye.

 

Concerning bid number 84:32 - Cemetery Tree Removal - which was tabled, Mr. Mays moved, seconded by Mr. Hannah, to accept the bid from Dan Cook for $1,69000. All voted aye.

 

There being no further business, Council adjourned.
