RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO SUBMIT AN APPLICATION TO THE DEPARTMENT OF TRANSPORTATION FOR THE FY22 RAISE GRANT FOR THE UPPER HALF OF THE JONESBORO QUALITY OF LIFE AND CONNECTIVITY MASTER PLAN

WHEREAS, the application process is now open and is accepting proposals for the Department of Transportation FY22 RAISE grant ; and
WHEREAS, the City of Jonesboro has proposed to complete 21 Miles of the Jonesboro Quality of Life and Connectivity Master Plan, including completing the ASTATE and University Heights Links, the Joe Mack Campbell Link, the ASTATE Link flyover, and the upper portion of the Red Wolf Way regional loop.
WHEREAS, the FY22 RAISE grant will provide up to 80% of Federal aid in the overall construction of the project through the Department of Transportation and requires a 20% local match from the City and its partners; and
WHEREAS, the City of Jonesboro is requesting funds for $20,000,000 in our application to the Department of Transportation for the engineering, right of way, utility relocation and construction of said project with the local match of being $4,000,000, which will be split between City tax revenue, foundation donations, private donations, and state grant funds.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The Jonesboro City Council supports the submission of the FY22 RAISE application to the Department of Transportation for the completion of the upper portion of Jonesboro Quality of Life and Connectivity Master Plan; and
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro to execute all necessary documents to effectuate the application; and
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro to submit all necessary documents for this Federal-aid program.
