CITY COUNCIL MINUTES - JULY 2, 1984

 

The Jonesboro City Council met in regular session, Monday, July 2, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen.

 

The minutes of June 18, 1984, were approved on motion by Mr. Nix, seconded by Mr. Park. All voted aye.

 

The following ordinance was on 3rd reading: (R-3 to C-3 - North Main & Gordon)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hinson moved, seconded by Mr. Shelton to deny the rezoning request. All voted aye. Motion passed.

 

Mr. Shelton offered the following ordinance: (Closing of Apache)

 

AN ORDINANCE TO VACATE A PORTION OF APACHE STREET BEING 60 FEET IN WIDTH AND RUNNING WEST TO EAST 607.4 FEET

 

Mr. Park offered the following ordinance: (Annex prop. N of 226 & W of Casey - Bill Waldrip)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; SAID TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Blevins to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

The following ordinance was on 2nd reading: (Budget - Landfill)

 

AN ORDINANCE TO AMEND ORDINANCE #1851, THE BUDGET ORDINANCE

 

Mr. Sanderson moved, seconded by Mr. Nix to adopt the ordinance. All voted aye. The ordinance was given the number 1882.

 

The following ordinance was on 2nd reading: (Lions in City limits)

 

AN ORDINANCE PROHIBITING THE KEEPING OF LIONS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES.

 

The following ordinance was on 3rd reading: (Annex prop. N of Tanglewood & W of Briarwood-Pardew)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FURTHER PURPOSES

 

Mr. Sanderson moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye. The ordinance was given the number 1883.

 

The following ordinance was on 3rd reading: (Traffic - Helen Dudley School & Anne Street)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Park moved, seconded by Mr. Schaaf to adopt the ordinance. All voted aye. The ordinance was given the number 1884.

 

Mr. Keith Blackman, representing Mrs. G. Kissinger who lives on Highland Drive, asked that the council grant Mr. Kissinger a variance so that the Kissingers could have a real estate office in their home. Mr. Sanderson moved, seconded by Mr. Park to allow such a variance stating that Mr. Blackman meet with the City Attorney to make all necessary agreements. All voted aye except Mr. Mays, Mr. Schaaf, Mr. Bridger, Mr. Shelton, and Mr. Hinson. Motion passed.

 

After discussion between the council, Mr. Hinson moved, seconded by Mr. Sanderson to include part time employees on the subject of pay raises. All voted aye except Mr. Province, Mr. Blevins, Mr. Hannah, Mr. Schaaf, Mr. Bridger, Mr. Shelton, Mr. Stricklin, and Mr. Park. Motion failed.

 

Mr. Bridger moved, seconded by Mr. Stricklin to raise full time employees on a percentage basis instead of a fixed amount. All voted aye except Mr. Park, Mr. Hinson, and Mr. Sanderson. Motion passed.

 

Mr. Hannah moved, seconded by Mr. Mays, to give the pay raise of 5% to full time employees starting July 6, 1984. All voted aye. Motion passed.

 

The following bids were on review:

 

84:19                     Vehicle Insurance: Mr. Hannah moved, seconded by Mr. Park to award the low bid to East Arkansas Insurance Agency for the amount of $17,907. All voted aye.

84:23                     Mosquito Truck: Mr. Shelton moved, seconded by Mr. Sanderson, to award the bid to the only bidder, Central Chevrolet, for the amount of $8,500. All voted aye.

 

Mr. Hinson asked the council if there is a policy in all departments concerning employees using sick leave to attend funerals of close family members. After some discussion, the Mayor asked that the head of each committee meet and discuss the problem and report back to the Council. Mr. Stricklin will be in charge of calling the meeting.

 

Mr. Sanderson moved, seconded by Mr. Mays to allow United Sanitation use of the city landfill with all the privileges of other dumpers. All voted aye except Mr. Hinson and Mr. Province. Motion passed.

 

Mr. Sanderson moved to grant Robert Rees an appeal hearing replacing the one held on June 18, 1984, because of an unclear date of the first. Motion died for the lack of a second.

 

There being no further business, council adjourned.
