AN ORDINANCE REGULATING TRAFFIC AND PLACING STOP SIGNS ON CERTAIN INTERSECTIONS OF STREETS AND AVENUES IN THE CITY OF JONESBORO; PROVIDING PENALTIES FOR VIOLATION; AND FOR OTHER PURPOSES. Be it Ordained by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1. The City Council hereby finds and declares that the condition of traffic is such as to endanger the traveling public at the intersections of the following streets and avenues; that stop signs should be placed on said intersections at points more particularly described as follows:
 
1)      West side of Bridge Street ten feet north of the north line of Creath Avenue;
2)      South side of Poplar Avenue ten feet west of the west line of Culberhouse Street;
3)      South side of Jefferson Avenue ten feet west of the west line of Church Street;
4)      South side of Elm Avenue ten feet west of the west line of South Church Street;
5)      West side of Church Street ten feet north of the north line of Jackson Avenue;
6)      South side of Jackson Street ten feet west of the west side of South Church Street;
7)      East side of Church Street ten feet south of the south line of Jackson Avenue;
8)      North side of Jackson Avenue ten feet east of the east line of South Church Street;
9)      West side McClure 10 feet north of north line of Huntington
 
SECTION 2. The Chief of Police or some person designated by him is hereby directed to place stop signs at all the points hereinabove described.
 
SECTION 3. All persons operating vehicles on said streets or avenues shall bring such vehicles to a complete stop at a distance not less than 10 feet from said intersections so marked with stop signs nor more than 25 feet from said intersections, all such distance being measured from the boundary line of such intersections.
 
SECTION 4. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not less than $5.00 nor more than $25.00 for each offense.
 
SECTION 5. And it being found necessary that the hazardous traffic situation at said intersections should be immediately eliminated and this ordinance being necessary for the immediate preservation of the public peace, health and safety an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after its passage, adoption and publication.
