The Metropolitan Area Planning Commission met Tuesday, July 11, 1989 at 7:00 p.m. in the Council Chambers, 314 West Washington.

 

MEMBERS PRESENT: McCracken, Coleman, Patteson, Vance, Aycock, Sloan, Lamberth, Smock

 

MEMBERS ABSENT: Blalock

 

#1 FP89-9 The MAPC, on a motion by Mr. Smock and a second by Mr. Aycock, voted to accept 13 subdivisions previously located in the County and recently annexed into the City. The acceptance of these subdivisions does not reflect approval of same, and the Commission asked that staff work with the developers to obtain necessary right-of-way, appropriate street names, etc. The subdivisions are:

 

1.                     Southview Acres, located off Lawson Road, west of South Culberhouse.

2.                     Trammel Estates Subdivision, located off Hwy. 163 South.

3.                     North Belgrath Heights Subdivision, located on Royale Drive, south of Hwy. 63B.

4.                     Shadowridge Subdivision II, located south of Mardis 2nd Addition at the end of Shadow Ridge Drive.

5.                     Scotch Pine Subdivision, located on the east side of Culberhouse and north of Tannehill Drive.

6.                     Pleasant Valley Estates, located east of Bridger Road

7.                     Ridgewood Estates, located east of Country Manor Subdivision.

8.                     Farm Creek Homesites 2nd Addition, located off S. Culberhouse.

9.                     Gordon Stinnett Lands, located southeast of Hwy.495, west of Mt. Carmel Rd.

10.                     Southridge Industrial Park, located on the west side of Hwy. 1B.

11.                     Verser Minor Plat, located west of Hwy. 141 and north of Craighead Forest Rd.

12.                     Pratt’s Acres, located north of Aaron Drive between Mitzi Drive and Granger Drive.

13.                     Wakefield Subdivision, located on the northeast side of Hwy. 1B.

 

All members present voting aye, MOTION APPROVED.

 

#2 RZ89-15 Mary Joyce Goodman requested a rezoning from R-2 to C-3 for property described as a part of the south ½ of the SW ¼, Sec 29, T14N and R3W. The property is located at the northeast corner of Race Street and Brown’s Lane.

 

A motion to approve this request was made by Mr., Vance and seconded by Mr. Patteson. All members present voting aye. REQUEST APPROVED.

 

#3 RZ89-16 Tommy Davis requested a rezoning from R-1 to R-3 for Lot 15 of J.A. Lamberth Subdivision and Lots 16 & 18 of the replat of Lots 16, 17, 18 & 21 of J. A. Lamberth Subdivision. The property is located on Jay Drive, east of Scott Street.

 

Mr. Lamberth made a motion to approve the rezoning of this property to R-2 instead of R-3 and requiring submission of a site plan prior to any further development. Mr. Smock seconded the motion. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#4 RZ89-17 Ed Ball and Jim McDaniel requested a rezoning from R-1 to C-3 for a part of the SW ¼, SE ¼, Section 11, T14N and R4E. The property is located on the north side of Prospect Road and east of Old Paragould Hwy. some 2,944.16’.

 

A motion to deny the request was made by Mr. Smock and seconded by Mr. Aycock. All members present voting aye. MOTION APPROVED. REQUEST DENIED.

 

#5 RZ89-18 Paul Pickle requested a rezoning from R-1 to C-3 for Lots 1-7 of Clearview Estates 1st Addition and Lots 1 & 2 of Clearview Estates 2nd Addition. The property is located on the north side of U.S. Hwy. 49 on both sides of Shad Drive.

 

Mr. Vance made a motion to approve rezoning to C-4 instead of C-3 for only Lots 1 & 2 of Clearview Estates 2nd Addition. The zoning of Lots 1-7 of Clearview Estates 1st Addition will remain R-1. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#6 MP89-4 Paul Pickle requested approval of Clearview Estates 2nd Addition to Jonesboro, a 2 lot minor plat containing 1.00 acres, more or less, and located on the north side of Hwy. 495, east of Shad Drive.

 

A motion to approve this request was made by Mr. Vance and seconded by Mr. Lamberth. All members present voting aye. REQUEST APPROVED.

 

#7 RZ89-19 Doris Mantooth requested a rezoning from R-3 to C-5 for Lot 5 and the west 60.0 feet of Lot 6, Block A of the Replat of Noble Acres Addition. The property is located on the north side of Nettleton Avenue, west of Oakdale Street.

 

A motion to approve this request was made by Mr. Vance and seconded by Mr. Aycock. All members present voting aye. REQUEST APPROVED.

 

#8 RP89-13 Doris Mantooth requested approval of Mantooth Replat of a part of Block A of the Replat of Noble Acres Addition to Jonesboro, The general location of this property is on the north side of Nettleton Avenue, west of Oakdale.

 

A motion to approve this request was made by Mr. Lamberth and seconded by Mr. Vance. All members present voting aye. REQUEST APPROVED.

 

#9 RZ89-20 Richard Stewart requested a rezoning from R-1 to I-1 for a part of the NE ¼, NE ¼, Section 17, T14N and R4E. The property is located on the south side of Belt Street, west of Caraway Road.

 

Mr. Vance made a motion to recommend to the City Council that the property located to the east of the Mace Mitchell west property line be rezoned to I-1 with the stipulations that:

 

1.                     The I-1 zoning being conditional, with the City Attorney’s blessing, upon wholesale and light manufacturing being stricken from the permitted uses on this property, so that distribution/warehousing uses only would be allowed.

2.                     The setbacks conform to the surrounding R-2 zoning requirements.

3.                     The property would revert back to R-2 zoning if the present use/type is discontinued for a period of one year.

4.                     The property west of the west property line, being the large tract, be rezoned to R-2 and

5.                     The property owner, provide a replat to establish the property lines as noted.

 

It is also requested that the owner help the City and the neighborhood in forming an improvement district or a property owners association to improve Belt Street. The motion was seconded by Mr. Aycock. Those voting aye were Mr. Coleman, Mr. Smock, Mr. Vance, Mr. Aycock, and Mr. Patteson. Those voting no were Mr. Sloan and Mr. Lamberth. REQUEST APPROVED WITH STIPULATIONS.

 

#10RZ89-21 Robert Rees requested a rezoning form R-1 to R-3 and approval for re-plats of Lots 1, 2, 25, 26, 27, 28, 29, 43, 44, 45 & 46 of Ruth Ann Subdivision. The property is located southeast of Aggie Road on Mark Street and on Holmes Road.

 

It was recommended by Eric Winter, City Planner, that the rezoning and re-plats be tabled until the August 8, 1989 meeting due to the lack of sufficient information being provided in time to allow for a review of the request. With the consent of the Commission the requests were tabled until the August meeting.

#14 & #15 RZ89-22, RP89-21, RP89-14 Stephen Byard and Pat Hamlin requested rezoning from R-2 to C-2 and approval of re-plats for part of Lots 2, 3 & 4 of Cole’s Subdivision. The property is located at the northwest corner of Huntington and Flint Streets.

 

A motion to approve these requests was made by Mr. Coleman subject to the setbacks meeting the requirements of the R-2 zoning to the west and construction of a privacy fence on the west property line. The motion was seconded by Mr. Vance. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#16 RZ-89-23 Kent Arnold requested a rezoning from C-3 to R-3 for a part of the SW ¼ of Section 33, T14N, R4E, containing 31.98 acres, more or less. The property is located on the east side of Caraway Road, north of Fox Meadow Subdivision.

 

A motion to approve the request was made by Mr. Vance and seconded by Mr. Smock. All members present voting aye. REQUEST APPROVED.

 

#17 RP89-18 Rose Nell McKee requested approval of McKee 3rd Medical Replat, a replat of McKee’s 2nd Replat of a part of Lot 1 of Medical Center Development Corporation Addition and Lots 1, 2, 3 and the west 30’ of Lot 4, Block 1 of Gregg & Houghton’s Sub-division of Kitchen’s Place Addition to Jonesboro. The property is located on the south side of East Matthews, east of Rains Street.

 

Mr. Smock made a motion to approve this request subject to the elimination of the working “record replat” on the plat. The motion was seconded by Mr. Vance. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#18 RP89-19 Sam Peronia requested approval of Sam Peronia’s Replat of Lot 12 of part of Lots 7 & 8 of Pete Mead 2nd Addition. The property is located at the end of Lincoln Cove, off Craighead Forest Road.

 

Mr. Vance made a motion to approve this request with the stipulation that a building permit not be issued until a letter from the Health Department is provided stating that the septic systems are approved on all 3 lots. The motion was seconded by Mr. Smock. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#19 RP89-20 W.F & Virginia Baker requested approval of a replat of Lot 3 of Skyvue Addition. The property is located between S. Madison Street and Southwest Square Drive.

 

Mr. Vance made a motion to approve this request subject to a vicinity map being added to the plat and payment of $1500.00 being received for the construction of the street. This payment will beheld by the City until the street is completed. The motion was seconded by Mr. Coleman. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#20 MP89-3 Wayne Shipman requested approval of Shae Village Subdivision, a minor plat containing 2 lots on 9.46 acres, more or less. The property is located on the east side of Casey Springs Road, north of Hwy.226. 

 

Mr. Vance made a motion to approve this request asking the owner to participate in any future property owners association or to work with the City at such time as Casey Springs Road is developed. The motion was seconded by Mr. Smock. Those voting aye were Mr. Coleman, Mr. Smock, Mr. Vance, Mr. Aycock and Mr. Patteson. A no vote was cast by Mr. Sloan. REQUEST APPROVED.

 

#21 FP89-8 David Conrad & Todd Jackson requested final plat approval of Woodsprings Estates Phase II, a 17 lot subdivision of 8.0 acres located at the west end of morning Side Drive, west of Woodsprings Road.

 

A motion to approve this request was made by Mr. Vance subject to the street name being changed on Plantation Drive to meet the approval of the Fire Department and that a note be placed on the plat stating that utility easements will be cleared and property lines marked. The motion was seconded by Mr. Aycock. All members present voting aye. REQUEST APPROVED WITH STIPULATIONS.

 

#22 SP89-6 Delta Coleman, Inc. requested approval of a site plan for a mobile home park subdivision on Tracts 1 through 18 of an unnamed subdivision, all in the SW ¼ and the SE ¼ of Section 11, T14N and R4E. The property is located on the north side of Prospect Road, east of Old Paragould Hwy.

 

Petitioner requested that this item be postponed until the August 8, 1989 meeting. The Commission postponed this item by consent.
