PUBLIC HEARING - 6:10 p.m. - A public hearing was held for the establishment of the Southview Street Improvement District No. 1. Attorney Jim Stanzell represented local citizens who were in favor of the street improvement. Mayor Brodell asked for clarification regarding the approximate cost of the improvements and the means by which to pay for these improvements. Mayor Brodell explained since this improvement district was being established differently than previous improvement districts he wanted to know exactly what the Council would be agreeing to. Attorney Stanzell answered by stating the Council would be determining sufficiency of the petitions with regard to a majority in assessed property value and property owners. Councilman Evans inquired about the Commissioners and Mr. Stanzell explained three commissioners would be recommended in the ordinance.

 

CITY COUNCIL MINUTES, JANUARY 15, 1996

 

The Jonesboro City Council met Monday, January 15, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor, Donna Jackson, City Clerk; Phillip Crego, City Attorney, and 12 council members. Those members were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah.

 

The minutes of January 2, 1996, were approved as mailed by Councilman Perrin seconded by Councilman Kelton. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah.

 

Mayor Brodell proceeded with the next order of business, a decision regarding the sufficiency of petitions filed for the Southview Street Improvement District No. 1. Attorney Jim Stanzell reported Mr. Bob Gibson, a licensed appraiser, reviewed the real estate records located in the Office of County Clerk, Jane Todd, and found a majority in assessed property value (61%), and in the total of property owners (67%) in favor of the Improvement District. Councilman Young offered the following ordinance for the first reading:

 

AN ORDINANCE ESTABLISHING THE SOUTHVIEW ACRES STREET IMPROVEMENT DISTRICT NO. 1

 

Councilman Evans moved, seconded by Councilman Vance to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The ordinance was read a second time.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Betty Waddle & Patricia Waddel/ C. S. Mooney, Sr.)

 

Opposition was voiced regarding an increase in noise, as well as accidents near and around Jonesboro High School, should Council not accept the M.A.PC.’s recommendation of a more restrictive commercial zoning (C-5). Commercial zoning was not the major concern, but rather the protection of Jonesboro High School students. Councilman Wise moved, seconded by Councilman Tate to suspend the rules and place on a second reading. Mayor Brodell called for a voice vote which resulted in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The ordinance was read a second time.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Dianne Duschl\ C.S. Mooney, Sr.)                     

 

No further action was taken regarding this ordinance.

 

Councilman Young moved, seconded by Councilman Vance to table the Gary Winters Appeal for two weeks, till February 5, 1996, as requested by Attorney Charles S. Mooney. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Doyle Yarbrough)

 

Councilman Wise moved, seconded by Councilman Tate to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The ordinance was read a second time.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Brown Lacy)

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The ordinance was read a second time.

 

Councilman Harpole offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Farmer Enterprises)

 

Councilman Harpole moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The ordinance was read a second time.

 

The following bid was reviewed:

 

•96:01 - COMPACT DIESEL TRACTOR - PARKS DEPARTMENT

Councilman Harpole moved, seconded by Councilman Perrin to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah.

 

Councilman Tate moved, seconded by Councilman Perrin for the adoption of a resolution naming judges, clerks, and alternate workers to serve in the City Water and Light election of Directors, to be held February 15, 1996. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The resolution was given the number 1996:01.

 

Councilman Harpole moved, seconded by Councilman Kelton for the adoption of a resolution to establish a public hearing for a drainage easement abandonment, located east of Quality Way, 2 mile south of Highland Drive. The hearing was set for 6:20 p.m. February 5, 1996. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah. The resolution was given the number 1996:02.
