A RESOLUTION TO MAKE APPOINTMENTS TO BOARDS AND COMMISSIONS AS RECOMMENDED BY THE MAYOR

WHEREAS, various boards and commissions have positions expiring, the following individuals are appointed.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
The following appointments/reappointments be made as follows:
MUNICIPAL AIRPORT COMMISSION
• Given the recent Attorney Generals Opinion regarding sitting council members on the airport commission, Faye McCall is hereby replaced with Dave Davidson. Mr. Davidson will serve out the unexpired term ending April 1, 2012.
• Bob Gibson is hereby reappointed to a five year term, expiring April 1, 2013.
• Doug Falls is hereby appointed to a five year term, expiring April 1, 2013.
NORTHEAST ARKANSAS INDUSTRIAL DEVELOPMENT COMMISSION
• Robert Jones is hereby reappointed to a three year term, expiring April 1, 2011.
• Harold Perrin is hereby reappointed to a three year term, expiring April 1, 2011.
METROPOLITAN AREA PLANNING COMMISSION
• Paul Hoelscher is hereby appointed to a three year term, expiring April 30, 2011.
• Joe Tomlinson is hereby appointed to a three year term, expiring April 30, 2011.
• Ken Collins is hereby reappointed to a two year term, expiring April 30, 2010.
BOARD OF ADJUSTMENT AND APPEALS
• Bob Adams is hereby reappointed to a two year term, expiring April 30, 2010.
• Doyle Gilliam is hereby reappointed to a two year term, expiring April 30, 2010.
STORMWATER MANAGEMENT BOARD
• Betty Shaw is hereby reappointed to a one year term, expiring April 30, 2009.
• Dennis Zolper is hereby reappointed to a one year term, expiring April 30, 2009.
• Jerry Farris is hereby reappointed to a one year term, expiring April 30, 2009.
• Todd Wilcox is hereby appointed to complete the remaining term of Mr. Don Culpepper, expiring April 30, 2010.
AUDITORIUM COMMISSION
• Scott Emerson is hereby reappointed to a five year term, expiring April 30, 2013.
• Jayni Blackburn is hereby reappointed to a five year term, expiring April 30, 2013.
BOARD OF ZONING ADJUSTMENT
• Sean Stem is hereby reappointed to a two year term, expiring April 30, 2010.
• Lonnie Roberts Jr. is hereby reappointed to a two year term, expiring April 30, 2010.
• Rick Miles is hereby reappointed to a two year term, expiring April 30, 2010.
CIVIL SERVICE COMMISSION
• Glenda Frangenburg is hereby reappointed to two year term, expiring April 30, 2010.
CRAIGHEAD COUNTY SOLID WASTE AUTHORITY
• Brent Provost is hereby appointed to a complete the remaining term plus a regular two year term, expiring July 31, 2010. Mr. Provost is filling the remaining term of Mr. Jim Hargis per the Attorney General’s opinion which states sitting council may not be on Solid Waste Board.
• Per aforementioned Attorney General’s opinion Mr. Mitch Johnson will no longer serve on board. Joe Harbuck is hereby appointed to fill the remainder of Mr. Johnson’s term expiring July 31, 2008 and is hereby reappointed to a two year term expiring July 31, 2010.
• Garry Tate is hereby reappointed to a two year term, expiring July 31, 2010.
• Skip Layne is hereby reappointed to a five year term, expiring July 31, 2013.
DOWNTOWN PARKING AUTHORITY
• Kevin Orr is hereby appointed to a one year term, expiring April 1, 2009.
• Mike Ebbert is hereby appointed to a two year term, expiring April 1, 2010.
• Ben Owens is hereby appointed to a three year term, expiring April 1, 2011.
• Kent Arnold is hereby appointed to a four year term, expiring April 1, 2012.
• Clay Young is hereby appointed to a five year term, expiring April 1, 2013.
CITZENS ADVISORY COMMITTEE
• David Barch is hereby appointed to serve a three year term on the CDBG Citizen Advisory Committee, expiring March 30, 2011. Mr. Barch is replacing Willie Rose. The term shall be for a period of three years with no more than two consecutive terms.
• Ed Doman is hereby appointed to serve a three year term on the CDBG Citizen Advisory Committee expiring March 30, 2011. Mr. Doman is replacing Elaine Willett. The term shall be for a period of three years with no more than two consecutive terms.
• Sid Mize is hereby appointed to serve a three year term on the CDBG Citizen Advisory Committee, expiring March 30, 2011. Mr. Mize is replacing Mary Lee Marcom. The term shall be for a period of three years with no more than two consecutive terms.
