CITY COUNCIL MINUTES - OCTOBER 1, 1984

 

The Jonesboro City Council met in regular session, Monday, October l, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen.

 

The minutes of September 17, 1984, were approved as amended on motion by Mr. Shelton, seconded by Mr. Park. All voted aye.

 

Mr. Hinson moved, seconded by Mr. Shelton, to allow placement of a house trailer at 216 South Culberhouse. All voted aye.

 

Concerning an appeal on a decision made by the Metropolitan Area Planning commission which was filed with the City Clerk on September 25, 1984, Mr. Park moved seconded by Mr. Stricklin to hold the appeal hearing on November 5, 1984, at 7:00 in the Council Chambers. All voted aye. (Zoning appeal, Noble Acres- S. Mooney).

 

Concerning an appeal filed on the Board of Zoning Adjustment Commission decision, Mr. Hannah moved, seconded by Mr. Nix, to hold the appeal hearing on October 15, 1984, at 7:00 in the Council Chamber. All voted aye. (1308 Alpine - Zolper)

 

Mr. Nix offered the following ordinance: (R-1 to C-3 Noble Acres)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

 

The following ordinance was on 3rd reading: (Rental on parking spaces in downtown)

 

AN ORDINANCE AMENDING ORDINANCE #1638, BEING AN ORDINANCE DESIGNATING MAXIMUM TIME LIMITS FOR PARKING ON CITY STREETS AND PARKING LOTS WITHIN THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES

 

Mr. Sanderson moved, seconded by Mr. Hinson, to adopt the ordinance. All voted aye. The ordinance was given the number 1891.

 

The following ordinance was on 3rd reading: (Animal Control Officer)

 

AN ORDINANCE TO AMEND ORDINANCE #1803 WHICH WAS AN ORDINANCE TO AMEND ORDINANCE #1651 BEING AN ORDINANCE TO AMEND ORDINANCE #1266 AS AMENDED, THE SAME BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Sanderson, to adopt the ordinance. All voted aye. The ordinance was given the number 1892.

 

The following ordinance was on 3rd reading: (Annex land off 226-west of Oak Forest)

 

AN ORDINANCE ANNEXING ALL OF THE NE QUARTER OF THE SW QUARTER AND ALL OF THE NW QUARTER OF THE SW QUARTER LYING SOUTH AND EAST OF WOOD SPRINGS ROAD IN SECTION 26, TOWNSHIP 14 NORTH, RANGE 3 EAST; AND LOT 1 OF SCHROEDER SUBDIVISION OF PART OF THE SE QUARTER OF THE NW QUARTER OF SECTION 26, TOWNSHIP 14 NORTH, RANGE 3 EAST, TO THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah moved, seconded by Mr. Shelton, to adopt the ordinance with the emergency clause. All voted aye except Mr. Nix who abstained. The ordinance was given the number 1893.

 

After discussion by residents of the Merrywood Subdivision and the Council, Mayor Stallings asked that the City Engineer and the Engineer for the Subdivision complete their study and report back to the Council on October 15, 1984, about the drainage problems in the area.

 

Mr. Herb Davis, Finance Director, passed out an ordinance dealing with the City’s intent to correct handicapped facilities in city buildings. He explained that the Council should review the ordinance and adopt as soon as possible.

 

Mr. Park moved, seconded by Mr. Shelton, to table bidding on new heating and air at the Community Center Complex until further notice. All voted aye.

 

Mr. Hannah asked that the Forum include in their 1985 budget the expense of replacing the boiler in the building. During the budget process, the expense would be considered by the Council.

 

Concerning the Merrywood Subdivision drainage, Mr. Sanderson moved, seconded by Mr. Nix, to instruct the Mayor to notify by mail the developer and express the need for his presents and intentions for the correction of drainage at the next meeting. All voted aye.

 

There being no further business, council adjourned.
