CITY COUNCIL MEETING FEBRUARY 16, 1976
The Jonesboro City Council met in regular session, Monday, February 16, 1976, at 7:30 p.m. There were present, Mayor, City Clerk, City Attorney, and the following named aldermen: Bowers, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah, Darling.
Mr. Darling moved that Mr. Bill Hinson be named to succeed Mr. Malcolm Ward, motion seconded by Mr. Minx with unanimous vote of Council. Mr. Hinson was then sworn in by the City Clerk.
Mr. Loan Parker, representing Jonesboro Cable TV, presented to Council a request for a $.50 increase per month beginning April 1, 1976. After much discussion, Mr. Burns moved that the rate increase be taken under advisement until the City consulted with a local auditing firm for recommendations. The motion was seconded by Mr. Hannah. Roll call voting aye, Burns, Hannah. Voting nay, Bowers, Sanderson, Bridger, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Darling. Motion failed.
Mr. Bowers then moved that the rate increase recommendation be accepted, seconded by Mr. Stricklin. Voting aye, Bowers, Sanderson, Bridger, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Darling. Voting nay, Burns, Hannah. Motion carried.
RESOLUTION DATED 2/16/76 - JONESBORO CABLE T.V. RAISE RATES
The resolution was given the number 1976:04.
After the Mayor has read to Council a letter from the Parking Authority recommending that four meters be removed from the west side of the courthouse for parking of Sherriff vehicles, and two meters from the east side of the courthouse for the County Treasurer and the County Clerk, the matter was referred to Don Bridger, Chairman of the Parking Committee.
Mr. Bridger offered the following ordinance:
AN ORDINANCE DESIGNATING THE MAXIMUM SPEED LIMITS ON PARTS OF WOODROW AND FORREST STREETS, AND FOR OTHER PURPOSES
AN ORDINANCE TO DESIGNATE CERTAIN PARTS OF WOODROW AND FORREST STREETS AS NO PARKING AREAS AND FOR OTHER PURPOSES
Mr. Minx moved that the rules be suspended and the ordinances be placed on second reading, seconded by Mr. Hinson, with all members of Council voting aye.
Mr. Minx then moved that the ordinance be placed on third and final reading, seconded by Mr. Smith. Roll call voting aye: Sanderson, Bridger, Minx, Smith, Hinson, Haggenmacher, Johnson. Voting nay, Bowers, Burns, Stricklin, Hannah, Darling. Motion failed.
The following bids were opened on three police vehicles:

Mr. Hannah moved that the low bid of Jonesboro Motor Co. be accepted, seconded by Mr. Bowers, with all members of Council voting aye except Mr. Haggenmacher. Motion carried.
Mr. Bridger moved that the request from the Parking Authority be granted on removal of meters, seconded by Mr. Hannah with all members of Council voting aye.
Mr. Hannah moved that the City be authorized to purchase equipment from ADT for the gate at the exit of the hospital parking lot. The motion was seconded by Mr. Stricklin, with all members of Council voting aye.
The following ordinance was on third and final reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS: BY ORDER OF THE COUNTY COURT DATED DECEMBER 19, 1975; ASSIGNED SAID ANNEXED TERRITORY TO WARD 5; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bowers with roll call as follows: yea - Bowers, Bridger, Burns, Stricklin, Minx, Smith, Hinson, Johnson, Hannah, Darling. Voting nay - Sanderson, Haggenmacher. Motion carried. The ordinance was given the number 1485.
The following ordinance was on 2nd reading:
AN ORDINANCE TO AMEND SECTION 24-4 OF THE CODE OF ORDINANCES TO THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR ZONING OF ANNEXED AREAS AND FOR OTHER PURPOSES
The following ordinance was on 2nd reading:
AN ORDINANCE TO ESTABLISH A FEE SCHEDULE FOR ITEMS SUBMITTED TO THE METROPOLITAN AREA PLANNING COMMISSION OF THE CITY OF JONESBORO
Mr. Darling offered the following ordinance:
AN ORDINANCE TO PROVIDE FOR NO PARKING ON FROLIC STREET AND FOR OTHER PURPOSES
Mr. Darling moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Bowers with unanimous vote of Council.
On recommendation of the mayor, Mr. Hannah moved that Mrs. Doris Thurmond be named to the Library Board to replace Mrs. Richard Washer. The motion was seconded by Mr. Sanderson, and received unanimous vote of Council.
Mr. Minx moved that the Urban Renewal personnel be given a 6% pay increase to become effective July 1. Answering roll call and voting aye, Bowers, Sanderson, Bridger, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Darling. Voting nay, Hannah. Passing, Mr. Burns. Motion carried.
The following ordinance was on 1st reading and offered by Mr. Smith:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID TERRITORY TO WARD 4: ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2): DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES
Mr. Hannah moved that the monies to install the equipment on the exit gate of the hospital be taken from the Parking Meter fund, seconded by Mr. Bowers with all members of Council voting aye.
There being no further business, Council adjourned.
