INFO SYSTEMS & 911

Cad System - Councilman Perrin reported they have looked at all the cad software available and a decision has to be made regarding what level of service the City wants to pay for.  Mayor Brodell explained they have asked Mr. Dillon Watkins of Relativity, Inc. to make recommendations on phases including a time frame and price for each phase.  He stated he has not heard from Mr. Watkins, but would put the request in writing.  Councilwoman Furr stated Mr. Watkins was going to price the whole thing:  the cad system, the core of the system and all other components needed to complete the project with a time line including the price for each, with an overall price for everything.  Mayor Brodell and Councilman Perrin agreed that prior to any payment being made, they wanted to make sure they got everything they wanted and it was working properly.    Mayor Brodell stated there was a difference of opinion in which direction this should go, and explained Sheriff McCann was in attendance at the meeting.

Radios - Chairman Moore asked for an update on the radio situation.  He explained 10 additional hand radios had to be purchased from Motorola at a cost of $1,200 a piece because they were the only supplier for our system.  He explained there was to be an evaluation of the system to decide if the City needed to go to a different type of system, similar to the county and state police.  Assistant Chief Police, Grigsby reported they had met with Motorola earlier this month, and a meeting was scheduled with Kenwood Radio for 1:00 p.m. on October 29, 2003 in the training room of the Justice Complex.  Assistant Fire Chief Butch Herring stated he had a power point presentation he wanted to show to the Public Safety Committee.  Chairman Moore requested Mr. Herring to contact him once he has his presentation completed so a special meeting of the Public Safety Committee could be called.  Mr. Moore explained since it is not just a Jonesboro decision he felt representatives of the county and state should be invited to attend.  Councilman Perrin requested that Mr. Grigsby include information regarding the county’s system in his report as well as a needs assessment list.  He also recommended calling a luncheon meeting, beginning at 11:30 a.m. ending at 1:00 p.m., to allow plenty of time for the presentation.

MOSQUITO CONTROL

Councilman Hargis reported he had provided a letter to Mayor Brodell on Friday afternoon regarding Vector Mosquito Control (VIDC) who was requesting a substantial increase, wanting to get around the capping of the annual rate, giving Jonesboro’s growth rate as the reason.   He explained Mr. Alan Poe wanted to come and cite his case to the committee.    Mayor Brodell stated VIDC had lost money last year according to information he had been provided.   The decision was made to allow VIDC to address the Public Safety Committee at their next regularly scheduled meeting (November 17, 2003 at 5:15 p.m.)

FIRE SUBCOMMITTEE - BURN ORDINANCE

Assistant Fire Chief, Butch Herring reported he was working on a burning ordinance providing for permissible and prohibited activities.  The ordinance would include the hours individuals could burn, distance requirements, enforcement, and penalty amounts.  Chairman Moore recommended the ordinance include the right of the Fire Department to ban all burning during dry conditions.  Mr. Herrin was instructed to draft the ordinance with the help of the City Attorney and submit it to the committee for review.  City Clerk Donna Jackson recommended the ordinance be written so to be included in the Jonesboro Code of Ordinances.

POLICE SUBCOMMITTEE CHAIR

At the recommendation of Chairman Moore, Councilman Street moved, seconded by Councilman Perrin to name newly appointed Councilwoman Furr as Chair of the Police Subcommittee.  All voted aye.

OTHER BUSINESS

Ebbert Property - 200 Union Street

City Planner, Glenn Batten reported Mr. Ebbert is proceeding to remove the burned out material in the property and to secure it.  He explained there has not been a lot of activity recently, and Mr. Ebbert would be asked to provide a clean-up schedule.  Chairman Moore requested a copy of the schedule once it was submitted.

Vicious Dog Ordinance

Councilman Hargis asked if Mayor Brodell felt the present vicious dog ordinance was adequate.  Mayor Brodell stated it was totally inadequate and recommended an ordinance he has been compiling based on what other cities are doing.  He stated the Sheriffs Department was interested as well.  Mayor Brodell stated he would bring a copy of the ordinance once it was completed for the committee to review.
