CITY COUNCIL MINUTES - JULY 21, 1997
The Jonesboro City Council met Monday, July 21, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 10 council members. Those members were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilmen Kelly and Tate were unable to attend.
The minutes of July 7, 1997, were approved as delivered by Councilman Fletcher seconded by Councilman Rega. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
Councilman Kelton offered the following ordinance for the first reading:
ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Cleo White & Associates)
Councilman Bowers moved, seconded by Councilman Rega to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
Councilman Kelton offered the following ordinance for the first reading:
ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Joe Carrier)
Councilman Kelton moved, seconded by Councilman Rega to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
Councilman Roddy offered the following ordinance for the first reading:
ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Earl Brannon)
Councilman Roddy moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Crockett moved, seconded by Councilman Young to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye with the exception of Councilman Crockett who voted nay. Those members voting aye were: Kelton, Rorex, Province, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in a six to four vote in favor of the adoption. Those members voting aye were: Rorex, Province, Young, Fletcher, Bowers, and Roddy. Those members voting nay were: Crockett, Rega, Kelton, and Pratt. The motion failed for lack of a majority of the elected body. Councilman Young had withdrawn his motion for adoption but was not recognized by the presiding officer.
Councilman Roddy moved, seconded by Councilman Bowers to pull indefinitely a resolution to regulate the collection and disposal of garbage for apartment complexes and mobile home parks within Jonesboro, by private haulers. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
Councilman Young moved, seconded by Councilman Roddy for the adoption of a resolution approving the following traffic signs:
“STOP” Signs:
On Manchester at Johnson
On Megan at Manchester
On Bristol at Megan
On Bristol at Sheffield
On Sheffield at Manchester
On Greystone Cv. at Manchester
25 M.P.H. SIGNS
On Sandbrook (Per Home Owner)
A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given number 1997:47.
With no further business the meeting was adjourned.
