Public Hearing

A Public Hearing was held at 7:10 p.m. concerning vacation of the unimproved portion of Kenesaw St. from the eastern right of way line of Metzler Ln. E 627.2 ft. in length, 30 ft. in width. Property owners were in agreement the property should be vacated and no objections were voiced.

 

City Council Minutes - June 17, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were Mayor, City Clerk and all Aldermen. The City Attorney was attending the Municipal League meeting.

 

The minutes of June 3 were approved as mailed on motion by Mr. Evans, seconded by Mr. Sanderson. All voted aye.

 

Mr. Stricklin offered the following ordinance for first reading:

 

AN ORDINANCE TO ABANDON AN UNIMPROVED PORTION OF KENESAW STREET

 

Mr. Mays moved, seconded by Mr. Shelton to amend the ordinance to include the right of way for drainage and CWL easements. All voted aye.

 

Mr. Mays moved, seconded by Mr. Nix to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read by the second time by the City Clerk.

 

Mr. Stricklin offered the following ordinance for first reading: (Rez/R-2 to C-3 Highland, Werner)

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Attorney Dennis Zolper represented the property owners and stated the city has received the deed to the property and no specific site development plans had been presented. Mr. Nix moved, seconded by Mr. Shelton and place on second reading. All voted aye. The ordinance was read for the second time. Mr. Shelton moved, seconded by Mr. Stricklin to further suspend the ruled and place the ordinance on third reading. All voted aye. Mr. Mays moved, seconded by Mr. Shelton to adopt the ordinance as amended with the emergency clause. All voted aye. The ordinance was given the number 2347.

 

Under new business, Mayor Brodell stated a traffic study would be presented on June 18th in Council chambers.

 

Mr. Bridger moved, seconded by Mr. Hannah to allow Du Pont a two (2) year option on a (30) acre tract adjacent to the Du Pont plant at 2501 Du Pont Drive. All voted aye with the exception of Mr. Sanderson who voted nay.

 

Mayor Brodell presented City Clerk Ouida Puryear with a plaque for her outstanding service to the citizens of the City of Jonesboro. She expressed appreciation to the Mayor and for the office with a computer terminal, microfilming and allowing the recodification of the municipal ordinances. Aldermen gave her a standing ovation.

 

Mr. Hannah moved, seconded by Mr. Shelton to appropriate $15,000 line item from the unappropriated sanitation funds for the increase in tipping fee from $1.00 to $2.50 per ton in the Sanitation budget. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Sanderson to appropriate $130.00 from the unappropriated sanitation funds in the sanitation budget to the line item street materials to purchase fill dirt from the municipal landfill and to purchase 100,000 cubic yards of fill being moved from the construction site of the new Wal-Mart Supercenter south of Highland east of Brown’s Ln. All voted aye.

 

Mr. Mays moved, seconded by Mr. Stricklin to add four (4) part-time employees in the street department and to appropriate $12,000 from the unappropriated sales tax to the street department for funding. All voted aye.

 

Mr. Stricklin expressed appreciation to Mr. Rick Forbis who is retiring from the Fire Department for his outstanding job performance and that a dinner would be held at the Fishboat Restaurant on June 18 in his honor.

 

Chairman of the committee for the design of a new city logo, Ouida Puryear presented the committee’s recommendation after reviewing hundreds of graphic designs. Mr. Evans moved, seconded by Mr. Bridger to accept the design by Algenoa Crenshaw of a Jonesboro logo depicting the municipalities name and four (4) individuals representing the family unit, a state flag and a sunrise symbolizing the city’s future. All voted aye.

 

Mr. Shelton inquired about the lighting at Stadium and Johnson.

 

Mayor Brodell announced that the Personnel Committee recommended the appointment of Donna Kaye Jackson as City Clerk to fill the unexpired term of Ouida Puryear who has accepted an appointed position as case coordinator for the Second Judicial District for five (5) Chancery Judges. Mr. Shelton moved, seconded by Mr. Hannah to accept Mrs. Jackson’s nomination. All voted aye. City Clerk Ouida Puryear administered the Oath of Office to Donna Kaye Jackson effective July l, 1991.

 

Dr. Strauser moved to Mr. Shelton to verbally agree to pay Mrs. Jackson for the hours worked while training with Mrs. Puryear for the position of City Clerk from the unappropriated sales tax to the General Fund.
