CITY COUNCIL MINUTES - JUNE 2, 1986

 

The City Council of Jonesboro met at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and Aldermen Park, Stricklin, Hinson, Evans, Bridger, Shelton, Hannah, Sanderson, Culpepper, Mays and Nix. Dr. Strauser was absent.

 

The Mayor introduced Dan Trevathan, President of the Chamber of Commerce who presented a resolution requesting Craighead County justices of the peace to call a countywide one-cent sales tax election in 1986. Representative from the Chamber, Jonesboro Unlimited, and Jonesboro Jaycees urged Aldermen to adopt said resolution stating the City of Jonesboro, the county and other municipalities must have additional revenues to address problems facing each. Mr. Sanderson offered the resolution regarding the tax referendum supporting the views of its citizens and urging the government of Craighead County to present, for its citizens, the right to vote on a one-cent county sales tax.

 

RESOLUTION TO SUPPORT A ONE CENT COUNTY SALES TAX VOTE

 

Mr. Mays moved, seconded by Mr. Hinson to adopt the resolution. All voted aye. The resolution was given the number 1986:10.

 

The minutes of May 19, 1986, were approved as mailed on motion by Mr. Mays, seconded by Mr. Shelton. All voted aye.

 

Mr. Shelton offered the following ordinance: (Annexation-Cox & Milner-Spring Hill Corner of Loberg & Nettleton).

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

 

Mr. Evans offered a resolution regarding the Jonesboro Handicapped Advisory Committee. Mr. Culpepper suggested adding staggered terms for the committee members. Mr. Evans concurred and asked the Mayor to assign said terms.

 

RESOLUTION TO AUTHORIZE THE CREATION OF THE JONESBORO HANDICAPPED ASSISTANCE COMMITTEE

 

Mr. Hannah moved, seconded by Mr. Shelton to adopt the resolution. All voted aye. The resolution was given the number 1986:11.

 

The following ordinance was on third reading: (Annexation-Calvary Chapel Church, S. of 63 Bypass, E. of Hwy 1)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY AGRICULTURAL (AG) DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

 

Mr. Hannah stated a stipulation should be added to the ordinance in compliance with the Fire Chiefs recommendation that the City Council annex the property if the Calvary Chapel Church would install a water main and a hydrant to service the present church building being annexed. Mr. Mays then moved, seconded by Mr. Hinson to annex the property including the stipulation. All voted aye. The ordinance was given the number 1982.

 

After much discussion regarding the street closing at 1010 Cartwright, Lot 13, Block 5, north of Center, Mr. Evans moved, seconded by Mr. Culpepper to set a Public Hearing regarding said street closing at 7:00 p.m. on June 16, 1986. All voted aye. The attorney representing the matter, Dennis Zolpher cited a provision in Arkansas statute 1923:04 regarding an alternate method of street abandonment.

 

Mr. Hannah moved, seconded by Mr. Evans to allow the placement of a mobile home at 801 E. Washington by Curtis L. Tate subject to the individual complying with all city ordinances and securing sufficient signatures on the petition. All voted aye.

 

A discussion regarding Highland Park Mobile Home Park was tabled until June16, 1986, meeting.

 

Mr. Hannah offered a resolution authorizing a certificate of local government for A. D. T. for Arkansas Enterprises Zone Program at 3506 Airport Rd. Jim McKinnon addressed the matter and introduced George Moore, Plant Manager of A. D. T. who announced the enlarging of the plants work force by 150 and the commencing of production of smoke detectors, Mr. Park moved, seconded by Mr. Shelton to adopt the resolution. All voted aye. The resolution was given the number 1986:12.

 

The following bid was up for review:

 

86:19 - Street Sweeper - Street Dept. - Upon the recommendation of the Public Works Director and the Street Committee, Mr. Bridger moved, seconded by Mr. Evans to accept the low bid meeting specifications from FMC: Vanguard 3000 including the base bid, extra front suspension, and a gutter broom for $57,496.00. Mr. Gibson contended the municipality can save money with the purchase by eliminating drainage problems resulting in street damage. Aldermen Park, Stricklin, Hinson, Evans, Bridger, Shelton, Hannah, Mays and Nix voted aye. Aldermen Sanderson and Culpepper voted nay. The motion passes.

 

Mr. Stricklin offered a resolution commending the efforts of Jonesboro Women of Today and the Downtown Merchants Association for sponsorship of the Main Street Jonesboro Celebration. Mr. Stricklin moved, seconded by Mr. Shelton to adopt the resolution. All voted aye. The resolution was given the number 1986:13.

 

Mr. Hannah offered the following ordinance: (Appropriate $32,660.00)

 

AN ORDINANCE TO APPROPRIATE A SUM OF MONEY FROM UNAPPROPRIATED FUNDS TO FUND A SETTLEMENT OF A PENDING LAWSUIT AGAINST THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah moved, seconded by Mr. Park to suspend the rules and place on second reading. All voted aye. Mr. Hannah further moved, seconded by Mr. Culpepper to suspend the rules and place on third reading. All voted aye. Mr. Hannah moved, seconded by Mr. Stricklin to adopt the ordinance. All voted aye. The ordinance was given the number 1983.

 

Betty McDaniel lodged a complaint with Don Culpepper regarding street mileage on Wilkins between Franklin and Rains. The Mayor stated the policy was to have the Traffic Control Officer, Capt. Bob Smith review the matter and make a recommendation to the Council.

 

With no further business the meeting adjourned.
