body
MEMBERS PRESENT: Coleman, Patteson, Finley, McCracken, Baker
MEMBERS ABSENT: Blalock, Damron, Little
#1 SP92-18 Ruben Griffin, Griffin Oil Company, requested approval of site plans for a new convenience store and car wash. The principal building contains 2.200 sq. ft. and is located on the southeast corner of Stadium Boulevard and Fox Road.
Mr. McCracken made a motion to approve the request subject with the following stipulations:
1. Designation of a minimum of 11 parking spaces.
2. Elimination of the culvert on Fox Road that is not needed.
3. Closing the ditch with culvert on Stadium Blvd. with some type of drainage inlets being installed for water to get into the culvert.
4. Revision of the plans to exclude the lot that is not a part of this site and include the changes noted above.
The motion was seconded by Ms. Finley. Voting was 4 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.
#2 SP92-19 Angelo Manufacturing requested approval of site plans for 5,000 sq. ft. expansion of an existing building and the construction of a new building containing 6,000 sq. ft. The property is located on the west side of Gee Street, south of Dan Avenue.
It was noted that currently the parking area is paved in front of the building but the drives were not hard surfaced. Angelo is expanding an existing building by 5,000 sq. ft. and is adding new 6,000 sq. ft. building to their operations. The addition will house a recycling plant for pallets and the new building will house milling operation where raw products will begin processing.
A motion to approve the site plan was made by Mr. Patteson subject to drives coming off Gee Street being paved to a depth of 40’ at least 24’ wide. Paving should be done to city specifications. The motion was seconded by Ms. Finley. Voting was 4 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.
#3 MP92-25 Scott Arender requested approved of a one lot minor plat containing 2.94 acres. The property is located on the east side of Highway 141, north of Arender Drive.
Mr. Arender’s mother and brother and himself, own this land that was actually divided into two parcels prior to annexation. The dedication of a street on the south side of the property would prevent the house from being built on the property. This item had been tabled in previous months until research could be done on the property.
A motion to approve was made by Ms. Finley subject to the right-of-way line being shown at the property line and subject to Arender Drive remaining a private drive. Mr. Baker seconded the motion. Voting was 4 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.
#4 MP92-43 Howard and Peggy Vance requested approval of a one lot minor plat containing 6.71 acres. The property is located on the south side of Arrowhead farm Road, approximately ½ mile west of Culberhouse Street.
It was noted that there is more than 41’ of property between this property and the existing centerline of the street.
A motion to approve the request was made by Ms. Finley and seconded by Mr. McCracken. Voting was 4 in favor, 0 opposed. REQUEST APPROVED
In other business:
Mr. McCracken made a motion to adopt a resolution recognizing Gene Vance’s service on the Planning Commission spanning approximately ten years. Mr. Vance served as Chairman, Vice Chairman and Secretary at different times during those years of service. The resolution was adopted unanimously by the Commissioners and a copy if hereto attached.
Mr. McCracken asked what the status was of the progress concerning the updating, adopting, etc. of a Master Street Plan for the City. Particularly of concern was what plan or what guideline should the Planning Commission be using at this time? Some definite action needs to be taken on this issue. It was felt that the MATA plan does not meet the requirements of a Master Street Plan, that it is actually a transportation plan. With the information Garver and Garver has and what is contained in the MATA plan, what would it take to produce a Master Street Plan? The City Planner was requested to do some research on what it takes to make a Master Street Plan or what constitutes a Master Street Plan and get with the City Attorney or whoever it might be to establish these requirements.
