Minutes for the City Council meeting on August 4, 1958

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, August 4, 1958, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Keister, Johnson, Snow, Brickell, Heern, Field, Parks, Copeland, Hamilton, Ebbert, Williams and Griffin.

 

Attorney Wheatley read the following ordinance and Mr. Brickell offered it to be placed on the first reading:

 

AN ORDINANCE TO ABANDON AN ALLEY BETWEEN BLOCK 26 OF KNIGHTS SECOND ADDITION TO THE CITY OF JONESBORO AND RAGSDALE SUBDIVISION OF BLOCK 25 OF KNIGHTS SECOND ADDITION TO THE CITY OF JONESBORO

 

Mr. Brickell made the motion, seconded by Mr. Hamilton, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Williams, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Brickell made the motion, seconded by Mr. Griffin, that the ordinance be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 968.

 

Mr. Johnson offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE ACCEPTING THE DEDICATION OF PARKVIEW DRIVE AND EDGEWOOD DRIVE AND WESLEY COURT IN EDGEWOOD ADDITION TO THE CITY OF JONESBORO AND CLOSING STREETS DESIGNATED AS MARTHA STREET, DARR AVENUE, NETTLETON AVENUE AND EDITH STREET IN PLAT OF WOOD BROTHERS ADDITION TO JONESBORO, ADDITION

 

Mr. Brickell made the motion, seconded by Mr. Ebbert, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Ebbert, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Brickell, that the ordinance be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 969.

 

Attorney Charles Frierson read the following ordinance and it was placed on the first reading:

 

AN ORDINANCE AMENDING ORDINANCE NO. 954 BY CHANGE OF ZONING DISTRICT BOUNDARIES AND INCREASING JURISDICTION OF BOARD OF ZONING ADJUSTMENT

 

Mr. Snow made the motion, seconded by Mr. Keister, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Field, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Field, that the ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the emergency clause. All aye. The ordinance was given the number 970.

 

The third reading of the Cherry and Flint Street traffic light ordinance was deferred until the next meeting and the Mayor was asked to request the Highway Department make a two-way traffic count at this intersection.

 

Louis Hannah appeared before Council and asked that he be reinstated as a city employee. Mr. Keister made the motion, seconded by Mr. Heern, that the Council recognizes it has no authority to hire and fire city employees who are under the administrative authority of the Mayor, but recommends that the Mayor investigate this case thoroughly and see that justice has been done. Roll was called. All aye. Motion carried.

 

Mr. Keister gave a report of the Finance Committee to the City Council. All members of the Council were given a copy of the report and a copy of this said report is inserted in the Minute Book. Mr. Heern made the motion, seconded by Mr. Brickell, that Council accepts the Finance Committee’s recommendation in their entirety. Roll was called. All members present voted aye. Motion carried.

 

Mr. Johnson made the motion, seconded by Mr. Heern, that the following named Councilmen be appointed to the City Water and Light Board for a 3-year term: 2nd ward - Parks; 3rd ward - Hamilton; 4th ward - Heern; 5th ward - Johnson; and 6th ward - Griffin. Roll was called. Mr. Snow voted no. All other members voted aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Mr. Ebbert, that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
