CITY COUNCIL MINUTES DECEMBER 17, 1979

 

The Jonesboro City Council met in regular session, Monday, December 17, 1979, at 7:30 p.m. Present: Mayor, City Attorney and all aldermen. Absent: Clerk.

 

Mr. Hannah moved that the minutes of December 3, 1979, be approved as mailed seconded by Mr. Park and all council voting aye.

 

Mr. Stricklin offered the following resolution:

 

RESOLUTION APPROVING AFFIRMATIVE ACTION PLAN FOR EMPLOYMENT AFFIRMATIVE ACTION PLAN FOR CONTRACTORS AND CITIZEN PARTICIPATION PLAN

 

The resolution was adopted unanimously by council on motion by Mr. Hannah and seconded by Mr. Stricklin. The resolution was given the number 1979:20.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE APPROVING AND PROVIDING FOR THE ESTABLISHMENT OF FAIR HOUSING RIGHTS TO ALL CITIZENS OF ARKANSAS

 

The following bids were reviewed for grave openings and closing:

 

Jonesboro Memorial Service                     90.00                     75.00

Kon F. Smithee                     120.00                     95.00

 

Ms. Haigler moved that the bid from Jonesboro Memorial Service be approved, seconded by Mr. Shelton with all voting aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO CONDEMN A HOME LOCATED AT 1720 ARCH STREET; TO IMPOSE A LIEN UPON SAID PROPERTY AND TO REMOVE SUCH STRUCTURE FROM SAID PROPERTY AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the ordinance be adopted to include the emergency clause, seconded by Mr. Park. All voted eye except Mr. Haggenmacher who passed. The ordinance was given the number 1712.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 5-11 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS; INCREASING BUILDING PERMIT FEES, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

On motion by Mr. Hannah, seconded by Mr. Stricklin and all council voting aye the ordinance was amended to take effect January 1, 1980. Mr. Hannah then moved that the rules be suspended and the ordinance be placed on third and final reading, seconded by Ms. Haigler, all voted aye. Mr. Hannah then moved that the ordinance be adopted as amended, motion seconded by Ms. Haigler, all aye. The ordinance was given the number 1707.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 8-8 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, THE SAME DEALING WITH FEES TO BE CHARGED FOR ELECTRICAL INSPECTIONS BY THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah moved that the ordinance be amended to take effect on January 1, 1980, seconded by Ms. Haigler, all aye. Mr. Hannah then moved that the rules be suspended and the ordinance be placed on the third and final reading, seconded by Mr. Stricklin, all aye. The ordinance was adopted by unanimous vote of council on motion by Mr. Stricklin, seconded by Mr. Hannah, all aye. The ordinance was given the number 1708.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 11-11 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS

 

AN ORDINANCE TO AMEND SECTION 11-8 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, THE SAME DEALING WITH THE FEES TO BE CHARGED FOR PLUMBING INSPECTIONS

 

On motion by Mr. Hannah, seconded by Mr. Stricklin, and unanimous vote of Council, the ordinance was amended to take effect January 1, 1980. Mr. Hannah moved that the rules be suspended and the ordinance be placed on third and final reading, seconded by Ms. Haigler, all aye. Mr. Hannah then moved that the ordinance be adopted as amended, motion seconded by Mr. Stricklin, all aye. The ordinance was given the number 1709.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 10-11 OF THE CODE OF ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS; INCREASING THE MONTHLY GARBAGE FEE FOR RESIDENTIAL UNITS (SINGLE FAMILY DWELLINGS AND MULTIFAMILY DWELLINGS) AND DECLARING AN EMERGENCY

 

Mr. Hannah moved that the ordinance, be amended to take effect January 1, 1980, seconded by Mr. Minx. All voted aye. Mr. Hannah then moved that the rules be suspended and the ordinance be placed on third reading, seconded by Mr. Shelton. All voted aye. Mr. Hannah then moved for the adoption of the ordinance, seconded by Mr. Shelton. All voted aye. The ordinance was given the number 1706.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Shelton. All voted aye. Mr. Shelton then moved that the rules be further suspended and the ordinance be placed on third reading, seconded by Mr. Shelton. All voted aye. Mr. Stricklin then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Sanderson. All voted aye. The ordinance was given the number 1710.

 

The following recommendations were presented from Parking Committee:

a. Thirty (30) minutes parking around County Court House

b. Three (3) spaces reserved for handicapped parking

c. Two (2) spaces reserved for Harold Thompson and Dale Keller

d. One (1) space reserved for SCAT vehicle

 

Mr. Hinson read recommendations from Department Heads concerning parking around the Justice Complex.

 

Mr. Mays moved the Mayor contact Headstart concerning demolishing the building they presently occupy and bring back recommendations to Council. Motion was seconded by Mr. Hinson. All voted aye.

 

Mr. Bridger offered the following ordinance:

 

AN ORDINANCE DESCRIBING PARTICULAR MAINTENANCE RESPONSIBILITIES OF THE JONESBORO STREET DEPARTMENT

 

Mr. Bridger moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson. All voted aye. Mr. Bridger moved that the rules be further suspended and the ordinance be placed on third and final reading, seconded by Mr. Hinson. All voted aye. Mr. Shelton moved that the ordinance be adopted, seconded by Mr. Bridger. All voted aye except Mr. Sanderson who cast a nay vote. The ordinance was given the number 1711.

 

There, being no further business, council adjourned.
