CITY COUNCIL MINUTES APRIL 21, 1980

 

The Jonesboro City Council met in regular session, Monday, April 21, 1980, at 7:30 p.m. Present: Mayor, City Clerk, City Attorney, and all elected aldermen except Mr. Minx.

 

The minutes of April 7, were approved as mailed on motion by Mr. Park, seconded by Mr. Hannah and unanimous vote of council.

 

Mr. Stricklin moved that the bid from Farrior’s Uniform for police department uniforms be approved, as the low bid did not meet the specification. Motion was duly seconded by Mr. Bridger. All voted aye.

 

On motion by Mr. Stricklin, seconded by Mr. Mays, the bid from Kays Uniforms was approved for fire department uniforms. All council voted aye.

 

Mr. Bridger moved that the bid from Rushing Mason for an E-10 street sweeper be approved at $61,396.37 with the funds derived as follows: 50,000 from revenue sharing fund, 6,000 which was budgeted for a one ton truck, proceeds from action, 1,000 from fixed assets and the balance from the operating budget. Motion was duly seconded by Mr. Hinson. All voted aye except Mr. Sanderson who voted nay.

 

Mr. Hannah offered a resolution condemning property for the overpass on Main Street at the railroad tracks. Mr. Hannah moved for the adoption of the resolution, seconded by Ms. Haigler. All voted aye. The resolution was given the number 1980:04.

 

On motion by Mr. Park, seconded by Mr. Bridger and unanimous vote of council, the bid from Sears was approved for Sanitation Department uniforms.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Province. All voted aye. The ordinance was given the number 1719.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE TO VACATE AND ABANDON AN ALLEY LOCATED WITHIN THE CITY OF JONESBORO, ARKANSAS

 

Mr. Haggenmacher offered the following ordinance:

 

AN ORDINANCE TO PROVIDE FOR THE ELECTION OF ALDERMAN BY WARDS AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1638; TO PROHIBIT PARKING IN CERTAIN DESIGNATED AREAS; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the ordinance be amended in Section 2 to read “authorized yellow”. Motion was seconded by Mr. Hannah and voting aye: Sanderson and Hannah. Voting nay: Parks, Hinson, Shelton, Bridger, Haigler, Stricklin, Province, Mays and Haggenmacher. Motion failed. Mr. Hannah then moved for the adoption of the ordinance to include the emergency clause, second by Mr. Shelton and the only dissenting vote, was cast by Mr. Shelton. The ordinance was given the number 1720.

 

Mr. Bridger moved that permission be granted for placing a mobile home at 1007 Cartwright, seconded by Mr. Hinson. All voted aye.

 

Mr. Hinson moved that permission be granted for placing a mobile home at 598 Warren, seconded by Mr. Park. All voted aye.

 

Mr. Hannah moved that 15,700 be appropriated from the Capital Improvements Fund for repair of equipment at the City Shop, seconded by Mr. Bridger. All voted aye.

 

There being no further business, the meeting adjourned.
