MAPC MINUTES

AUGUST 11, 1983

 

The Metropolitan Area Planning Commission met Thursday, August 11, 1983, at 7:30 p.m. in the Council Chambers at 314 West Washington, Jonesboro, Arkansas.

 

The meeting was called to order by Vice Chairman, Larry Ball.

 

MEMBERS PRESENT: Mr. Ball, Mr. Tilton, Mr. Vance, Mr. Blalock, Mrs. Barber,

Mr. White, Mr. Farmer.

 

MEMBERS ABSENT:  Mr. Cooper, Chairman, Mr. Scott.

 

OTHERS PRESENT: Mike Cameron, John Broadaway, Linda West.

 

#1    This Item was tabled at the last MAPC Meeting on July 14, 1983.

 

William R. Byrd & Jean Byrd requested a rezoning from Residential Two (R-2) to Commercial Four (C-4) the following described properties.  Lots 1 and 18 and the East ½ of Lots 2 and 17 of Markle Addition to the City of Jonesboro, Arkansas.  The general location of this property is North of Nettleton Avenue and East of Church Street.

 

The property owners were represented by: Skip Mooney, Attorney at Law.  Mr. Mooney stated that the deterioration has taken place between Main Street and Nettleton Avenue giving the said property  a  reason  to  be  rezoned  from  Residential Two (R-2)  to  Commercial Four (C-4).

 

Mr. Tilton  made a  motion to deny  this  request, due to the fact that Commercial Four (C-4), zoning  is  not  compatible  to  this  area  Seconded by Mr. Farmer.  Voting aye: Mr. Tilton, Mrs. Barber, Mr. Farmer, Mr. Vance, Mr. Blalock.  Mr. White Abstains. REQUEST DENIED.

 

#2    Jim Lyons, Attorney at Law, representing the owners, requested a zoning classification of Residential Two (R-2 ).  Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City.  The property is described as follows: Lot 1, Block B, of Curtview Acres, Jonesboro, Arkansas. The general location of this property is South of Race Street and West of Curtview Dr.

 

Mr. White made the motion to approve the request.  Seconded by Mr. Farmer.  REQUEST

APPROVED   UNANIMOUSLY.

 

#3    This item was tabled at the last MAPC meeting on June 9, 1983, in hope that a compromise could be made between the property owner and the surrounding property owners.

 

Olan Parker, Jr. requested a zoning classification of Residential One (R-1) (6-acres) and Residential Two (R-2) (22-acres).   Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The property is described as follows:   The Southwest Quarter of Southwest Quarter of Section 25, T14N, R3E, less and except to the South 390 feet thereof, containing 27.71 acres more or less.  The general location of this property is North of Covey Road and West  of  Wood  Street.

 

Mr. David Rees, Attorney at Law, representing the surrounding property owners stated that a compromise could not be reached.

 

Mr. Farmer made a motion to deny this request. Seconded by Mrs. Barber. Voting Aye: Mrs. Barber, Mr. Farmer. Voting No: Mr. Tilton, Mr. White, Mr. Vance, Mr. Blalock. Motion FAILED and a new motion was needed.

 

Mr. Tilton moves that we recommend to the City Council to accept Mr. Parker’s request. Second by Mr. Blalock. After several discussions, Mr. Rees, agreed to a compromise with Mr. Parker.

 

Mr. Vance  moves  that  we recommend  to  the  City  Council  to accept  the  Compromise (13.8 acres) as Residential One (R-1) and (13.8 acres) as Residential Two, with the stipulation that Residential One (R-1) will bound Pin Oak and Quail Hollow. Seconded by Mr. Farmer.

This Motion was APPROVED UNANIMOUSLY.

 

#4    David Bradley requested a replat of Lots 1 and 2 of Block B of Brookhaven Third Addition, Jonesboro, Arkansas into one (1) lot. The general location of this property is South of West Nettleton Avenue and East of Overhill Drive.

 

Mr. Vance made a motion to approve the Request. Seconded by Mr. Tilton. This motion was APPROVED   UNANIMOUSLY.

 

#5    Maxie Stem requested approval of a replat of Lots l and 2 of Block B of Earl Keich 2nd Addition to Nettleton, Arkansas, into one (1) lot.  The general location of this property if South of Vera Avenue and East of Thorn Street.

 

Mr. White made the motion to approve the request  ( With the understanding that the alley is not  included ). Seconded by Mr.Vance. This motion was APPROVED UNANIMOUSLY.

 

#6   This item was TABLED at the last MAPC meeting on July 14, 1983.

 

Robert Rees.  James M.  Robinette,  Larry  Payton  and  Roy  Cooper,  requested  a  zoning classification  of  Commercial Three ( C-3 ).  Subject  zoning  request  is  submitted  under  the provisions  of  City Ordinance #1473  providing  for  zoning  classification  prior  to the subject property  being  annexed  to  the  City.  The  property  is  described  as  follows: 

 

Tract I: a part of  the  South Half of  the  Southwest Quarter of  Section 27,  Township 14 North Range 4 East, containing  2.99  acres.

 

Tract II: a part of the Northeast Quarter of the Northwest Quarter of Section 34, Township 14 North,  Range 4 East,  containing 2.72 acres.

 

Tract III: a part of the Northeast Quarter of the Northwest Quarter of Section 34, Township 14 North, Range 4 East, containing 6.58 acres.

 

Tract IV:   a part of the South Half of the Southwest Quarter of Section 27 Township 14 North Range 4 East, containing 2.77 acres.

 

Tract V:   a part of the South Half of the Southwest Quarter of Section 27 Township 14 North Range 4 East, containing 2.09 acres.

 

Tract VI: a part of the Northeast Quarter of the Northwest Quarter of Section 34 Township 14 North Range  4  East,  containing 300 acres.

 

The above described property all being contiguous to the City of Jonesboro and containing the total of  20.15 acres,  lies along both sides of the U.S. #63 By-pass just West of Willow Road.

 

The property owners were represented by Mr. David Rees, Attorney at Law.

 

Mr. Farmer made a motion to approve this request (with the stipulation that, a current survey will be provided indicating the highway changes and that an Easement will be filed).  Seconded by Mr. Vance.  This motion was APPROVED UNANIMOUSLY.

 

#7   John White, Jr.  Ronnie White and David Conrad requested final approval of subdivision plans for Fox Meadow Village.  This Subdivision is to be located on a 23.6 acre tract of land North of Fox Meadow Lane and East of Caraway Road.

 

Mr. Tilton made the motion to approve this request (with the stipulation that if a Drainage Easement is not secured; the property owner will be responsible for maintaining the ditch).

Seconded by Mr. Vance.  Voting Aye:  Mr. Tilton, Mrs. Barber, Mr. Farmer, Mr. Vance, Mr. Blalock.  Mr. White abstains: This motion was APPROVED.

 

#8   Waymon Perkins requested a Replat of Lots 33 and 34.   Perkin’s First Addition, East of Perkins Street in the  County.  Mrs. Barber makes a motion to Approve the  request.  Seconded by Mr. Farmer.  This request was APPROVED   UNANIMOUSLY.

 

#9   Mrs. Wanda Sutton  requested  permission  to  begin  construction  on  Lots 2, 34  and  38 at  Oak  Hollow  Subdivision.

 

This request was WITHDRAWN due to the previous contract with property owners of Oak Hollow Subdivision not to allow construction until all drainage, curbs and gutters are 100% complete.

 

#10   Danny Merriman  requested  approval  for an  Addendum  for  Meadowbrook  Addition  to construct  concrete  streets  instead  of  asphalt  streets.  Seconded by Mrs. Barber.  This motion was APPROVED UNANIMOUSLY.
