CITY COUNCIL MINUTES, MARCH 1, 1982

 

The Jonesboro City Council met in regular session, Monday, March 1, 1982, at 7:30 P.M. Present, Mayor, City Clerk, City Attorney, and all aldermen expect Mr. Stricklin.

 

The minutes of February 15, 1982, were approved as mailed on motion by Mr. Park, second by Mr. Johnson.

 

Mr. Park moved that the City Attorney be instructed to draft an ordinance for traffic control at Rose and Madison and speed limits on Burke Street. Motion seconded by Mr. Johnson, all aye.

 

Mr. Minx moved that Mayor Stallings be appointed to the CW&L Board, representing Ward 3, motion seconded by Mr. Park, all aye.

 

Albert Mink was appointed to the CW&L Board representing Ward 6, on motion by Mr. Minx, seconded by Mr. Hinson, all aye.

 

The un-expired term of Bruce Kimmel was filled by appointment of Donald Timms from Ward 4 on motion by Mr. Bridger, second by Mr. Minx.

 

Mr. Bridger moved that Ralph Stricklin be re-appointed to CW&L Board, seconded by Mr. Minx, all aye.

 

Mr. Park offered the following ordinance:

 

ORDINANCE NO.1142 PASSED AND APPROVED NOVEMBER 21, 1966, GRANTED A FRANCHISE TO JONESBORO CABLE TELEVISION, INC., ITS SUCCESSORS AND FOR THE PURPOSE OF CONSTRUCTING ACQUIRING, OPERATING AND MAINTAINING A COMMUNITY ANTENNA TELEVISION SYSTEM IN THE CITY OF JONESBORO, ARKANSAS; PROVIDING CONDITIONS REQUIREMENTS AND REGULATIONS THEREFORE; PRESCRIBING PENALTIES AND VIOLATIONS OF ITS PROVISIONS; AND FOR OTHER PURPOSES

 

Mr. Gene Browne spoke to council concerning the cable service and indicated the prices to be out of line with cities comparable in size to Jonesboro. He requested that a committee from council study the proposals from Cable TV and give the matter serious consideration before adopting. Mr. Robert Rees also spoke in opposition to the proposed ordinance.

 

Mr. Ernest Hicks, manager of Cablevision, spoke to council rebutting some of the charges brought by Mr. Browne and Mr. Rees. He advised that the local system has been constantly upgraded since 1973 and it would not be feasible to spend 4 to 5 million dollars in the next four years if their contract is not renewed.

 

Mayor Stallings asked the entire council to investigate various cable services in cities comparable size to Jonesboro and appointed the following for committee study:

 

Bridger, Park, Mayor Stallings

 

Mayor advised council that the Chamber of Commerce Industrial Committee had met and recommended that the City not lease land in the industrial park for drilling.

 

Announcement was made that Spring Clean would be conducted the week of April 5th.

 

Mr. Hannah moved that the City Attorney be authorized to draft an ordinance designating the duties and salary of City Attorney. He also advised that the past three months billing would be paid.

 

Mr. Bridger moved that the City accept telephone bid of $8.00 a ton for rip rap for use at Craighead Forest. Motion seconded by Mr. Minx, all aye.
