CITY COUNCIL MINUES OCTOBER 16, 1978

 

The Jonesboro City Council met in regular session, Monday, October 16, 1978, at 7:30 p.m. Present, Mayor, City Attorney, City Clerk and all aldermen except Mr. Sanderson.

 

On motion by Mr. Stricklin, seconded by Mr. Park, the minutes of October 2, 1978, were approved by unanimous vote of council.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE CREATING THE CITY OF JONESBORO, ARKANSAS RESIDENTIAL HOUSING FACILITIES BOARD PURSUANT TO THE PROVISIONS OF ACT NO. 142 OF THE ACTS OF ARKANSAS OF 1975; APPOINTING THE INITIAL MEMBERS THEREOF; PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hannah, all voted aye. After the reading, Mr. Minx moved that the rules be further suspended and the ordinance be placed on third and final reading. The motion was duly seconded by Mr. Hannah and all council voted aye. Mr. Stricklin then moved for the adoption of the ordinance, seconded Mr. Hannah, all vote aye. The emergency clause was adopted by unanimous vote on motion by Mr. Hannah, seconded by Ms. Haigler. The ordinance was given the number 1657.

 

Mr. Hannah commended the local banks and savings and loan associations for their cooperation in this matter and Mr. Minx praised these groups for making the money available at a lower interest rate.

 

The following ordinance as on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS: PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Smith. All voted aye and the ordinance was given #1658.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO REQUIRE REMOVAL OF BUSINESS SIGNS FROM THE PREMISES OF BUSINESSES WHICH HAVE BEEN CLOSED FOR MORE THAN THIRTY (30) DAYS AND TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF

 

The ordinance was adopted by unanimous vote of council on motion by Mr. Park, seconded by Mr. Hinson. The ordinance was given the number 1659.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO CREATE A ZONE TO BE DENOMINATED AS C-1 J.I.D.; TO DEFINE THIS AREA AND TO PROVIDE REGULATIONS OF THIS DISTRICT

 

Mr. Hannah moved that the ordinance be amended, by adding an appeal section. The motion was seconded by Ms. Haigler and received unanimous vote of council. The ordinance was given the number 1660.

 

Mr. Hannah then moved for the adoption of the ordinance as amended, seconded by Mr. Hinson. All voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE RECEIVED BY THE OWNERS OF EACH OF THE SEVERAL BLOCKS, LOTS AND PARCELS OF LAND WITHIN DOWNTOWN JONESBORO IMPROVEMENT DISTRICT NO. 1 OF THE CITY OF JONESBORO, ARKANSAS

 

On motion by Mr. Park, seconded by Mr. Hinson and unanimous vote of council, the ordinance was adopted and given #1661.

 

Mr. Stricklin offered the following ordinance:

                     

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Park moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Smith, all voted aye. Mr. Hinson then moved that the rules be further suspended and the ordinance be placed on third and final reading, seconded by Mr. Smith, all voted aye. On motion by Mr. Hinson, seconded by Mr. Bridger, and unanimous vote of council, the ordinance was adopted including the emergency clause. The ordinance was given the number 1662.

 

The Building Inspector was instructed to proceed with condemnation of the structure located at 304 Baker. The motion was made by Mr. Hannah, seconded by Mr. Smith and all council voted aye.

 

The Mayor announced that a Public Hearing on Revenue Sharing Funds would be held on October 20, at 5:00 p.m.

 

City Attorney, Dennis Zolper was instructed to file suit on Dennis Blount operating a car lot at the corner of E. Nettleton and Franklin. The motion was made by Ms. Haigler, seconded by Mr. Ninx, all voted aye.

 

Mr. Zolper was also advised to write the railroad companies and advise them that the City would not tolerate the blocking of railway crossings.

 

Announcement was made that Clean Sweep would begin on October 30, and residents should have trash placed on the curb by that date.

 

Permission was granted for advertising bids on eight (8) patrol cars, for the police department on motion by Mr. Bridger, seconded by Mr. Smith and all council voting aye.

 

Mr. Province advised council that the structure located at 640 W. Jefferson as being a hazard to citizens’ welfare and moved that it be declared an emergency situation for condemnation. Motion seconded by Mr. Hannah, all voted aye.

 

There being no further business, council adjourned.
