CITY COUNCIL MINUTES - SEPTEMBER 20, 2004

 

The Jonesboro City Council met Monday, September, 20 2004, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney Phillip Crego and eleven council members. Those members were: Farmer, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. Councilman Province was unable to attend.

 

Councilman Moore moved, seconded by Councilman Street to approve the minutes of September 7, 2004, as provided. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy.

 

Councilman Perrin offered the following ordinance for first reading:

 

ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO COMMERCIAL (C-3), LOCATED APPROXIMATELY ¼ MILE NORTH OF JOHNSON AVENUE AND ¼ MILE WEST OF BRIDGER ROAD. (ANITA ARNOLD)

 

Councilman Perrin moved, seconded by Councilman Farmer to suspend with the second reading. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. No further action was taken.

 

Councilman Perrin offered the following ordinance for first reading:

 

ORDINANCE APPROVING THE PURCHASE OF AN EXCAVATOR FOR THE STREET DEPARTMENT, APPROPRIATING FUNDS, AND DECLARING AN EMERGENCY

 

Councilman Moore moved, seconded by Councilman Street to suspend with the second and third readings. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. Councilman Perrin moved, seconded by Councilman Dover for the adoption of the ordinance. All voted aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. Councilman Moore moved, seconded by Councilman Farmer for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. The amount of $155,740 was correctly entered into the ordinance prior to it being read. The ordinance was assigned number 3489.

 

Councilman Farmer moved, seconded by Councilman Moore to table the following ordinance:

 

ORDINANCE TO APPROVE THE PURCHASE OF FINANCIAL SOFTWARE, TO APPROPRIATE ADDITIONAL FUNDS; AND TO WAIVE COMPETITIVE BIDDING

 

No further action was taken.

 

Councilman Moore moved, seconded by Councilman Street for the adoption of a resolution requesting free utility service from City Water and Light for a traffic light located at 1401 Frierson Street. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. The resolution was assigned number 2004:71.

 

Councilman Perrin moved, seconded by Councilman Moore for the adoption of a resolution approving the purchase and installation of a new roof on the Huntington Building as per bid 2004:47. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. The resolution was assigned number 2004: 72.

 

Councilman Moore moved, seconded by Councilman Perrin for the adoption of a resolution accepting a permanent drainage easement, located at 1814 Lorene Cove, owned by Gary and Lorre Gookin. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. The resolution was assigned number 2004:73.

 

Councilman Young moved, seconded by Councilwoman Williams authorizing the Mayor and City Clerk to enter into a contract with Construction Network, Inc. for the construction of a spray park pad at Allen Park. The resolution had been recommended by the Parks Subcommittee and Mayor Brodell. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. The resolution was assigned number 2004:74.

 

Councilman Farmer moved, seconded by Councilman Moore to table a resolution authorizing the Mayor and City Clerk to enter into a contract with the Northeast Arkansas Tennis Association because it called for additional personnel for the operation and maintenance of Allen Park Tennis Complex. Mayor Brodell and Mr. Wilkie were to renegotiate the contract. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy.

 

Councilman Perrin moved, seconded by Councilman Farmer for the adoption of a resolution establishing Tax Increment Financing (TIF) criteria for the City of Jonesboro. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy. The resolution was assigned number 2004:75.

 

Under new business, Councilman Farmer announced the Public Works Committee would be meeting at the Street Department on September 30, 2004, at 5:15 p.m. for the purpose of looking over the facilities.

 

It was announced that a city ordinance prohibits the City Seal from being used for political campaigns or for any other use other than what has been authorized by the City of Jonesboro.

 

Mr. Ron Shipley, Interim City Planner was asked to investigate a burned out house located one block over from the Jonesboro City Council Chambers, and report back to the City Council.

 

Councilman Farmer requested that steps be taken to make the Council podium accessible in the event a disabled alderman candidate wins the election.

 

Councilman Farmer questioned if the moratorium on R-3 zoning would expire before the next council meeting, and questioned when the zoning classifications would be ready. City Attorney Crego responded saying the MAPC conducted their public hearing and made a recommendation to the Council. He explained his office was working on the ordinance.

 

Councilman Perrin questioned the status of the signalization at Race Street and Fair Park Blvd. and requested a list of all signalization within Jonesboro. Mayor Brodell stated a list would be provided.

 

With no further business, Councilman Moore moved, seconded by Councilman Farmer for adjournment. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Hargis, Moore, Williams, Young, Perrin, Street, Dover, Furr, McCall and Roddy.
