CITY COUNCIL MINUTES - MAY 20, 1985

 

The Jonesboro City Council met in regular session, Monday, May 20, 1985, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all Aldermen.

 

The minutes of May 6, 1985, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Hannah. All voted aye.

 

Mr. Hinson moved, seconded by Mr. Shelton to allow a trailer placement at 118 W. Forrest by Mike Yates. All voted aye.

 

Mr. Evans moved, seconded by Mr. Shelton to set an Appeal Hearing for Gwyn Bradsher, 705 Locust on June 3, 1985, at 7:00 p.m. All voted aye.

 

Mr. Culpepper moved, seconded by Dr. Strauser to set a public hearing for annexation of the Wade Quinn property, off Nettleton; and Gerald’s Automotive Service, 2825 Race Street on July l, 1985, at 7:00 p.m. All voted aye.

 

Mr. Park offered the following ordinance: (Rezoning - R-1 to C-3 E, Nettleton)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Hinson offered the following ordinance:

 

AN ORDINANCE TO PROVIDE FOR PARKING REGULATIONS IN THAT AREA OF DOWNTOWN JONESBORO WHICH IS INCLUDED IN THE DOWNTOWN IMPROVEMENT DISTRICT TO THE CITY OF JONESBORO, ARKANSAS.

 

Mr. Evans recommended numerous changes regarding parking for the handicapped. Mayor Stallings requested aldermen and the Parking Committee to coordinate amendments to the ordinance by May 29. Mr. Culpepper complimented the members of the Parking Committee for their work on the ordinance.

 

The following ordinance was on third reading: (Rezoning - R-1 to R-2 W. Matthews & W. Washington)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Mays moved, seconded by Mr. Culpepper to table the ordinance until the ordinance can be rewritten to include the stipulation that no buildings on the tract would exceed one-story and to detail proposed drainage improvements. All voted aye.

 

The following ordinance was on third reading: (Annexation-Downtown Church of Christ)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 1; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2), DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

 

Mr. Hannah moved, seconded by Mr. Sanderson to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1927.

 

Mayor Stallings placed the name of Ray E. Pierson, Jr., 3306 Candlewood for consideration to the Board of Zoning Adjustments. Mr. Mays moved, seconded by Mr. Hannah to appoint Ray Pierson to the Board of Zoning Adjustment. All voted aye.

 

Mayor Stallings read from the minutes of April 6, 1981, concerning changing the N.E. entrance to Craighead Forrest Park. Mr. Park moved, seconded by Mr. Stricklin that a fence be permanently stationed at the old entrance. All voted aye.

 

Mr. Hannah moved, seconded by Dr. Strauser to approve the proposed mosquito control budget at $50,949.00. All voted aye.

 

The following bids were up for review:

 

85:18 - Telephone System - Police Department - Mr. Hannah, Chairman of the Police Committee, announced that he did not have a recommendation to make at this meeting, and that the committee was still investigating the bids.

85:20 - 2 Packers with 1 2 ton cab and chassis - Sanitation Department - Mr. Sanderson moved, seconded by Mr. Nix to take the low bid meeting specifications from O’Neal Ford for $61,794.00. All voted aye.

85:21 - Summer shirts - Fire Department - Mr. Stricklin moved, seconded by Mr. Park to take the low bid meeting specifications from Farrior’s. All voted aye.

 

Mr. Hannah offered the following resolution: (Resolution Tate Containers)

 

RESOLUTION AUTHORIZING A CERTIFICATE OF LOCAL GOVERNMENT FOR CERTAIN BUSINESSES, ARKANSAS ENTERPRISE ZONE PROGRAM, JONESBORO, ARKANSAS.

 

Mr. Hannah moved, seconded by Mr. Sanderson to adopt the resolution. All voted aye. The Resolution was given the number 1985:06.

 

Mr. Bridger announced he would have a report at the next meeting regarding a request by property owners that Western Street be designated a dead-end street and heavy equipment be banned from the street.

 

Chairman of Parking Committee, Mr. Hinson moved, seconded by Dr. Strauser to grant the authority to lease seven spaces in the parking lot across from the downtown’s Dollar Store. All voted aye.

 

Mr. Evans reported on complaints regarding heavy truck usage between Race and Willow. Mayor Stallings asked Chief Cunningham to have Captain Bob Smith make a recommendation concerning the complaint. Mr. Evans further reported on complaints from residents regarding sidewalk replacement at Cole and Nettleton, owned by Mr. Bob Rees. Mr. Hannah reviewed the decision of the council concerning the sidewalk replacement from the minutes of March 4, 1985 meeting. The time limit for replacement of said sidewalks having expired, he asked the City Attorney to bring legal action against Bob Rees.

 

Mr. Sanderson moved, seconded by Mr. Evans to renew the lease between the City of Jonesboro and William and Mary Podney, Tenants, for a term beginning June l, 1985, and ending December 31, 1985, concerning the concession stand located at Craighead Forrest Park. All voted aye.

 

Mayor Stallings announced that several applications had been received to fill the unexpired term of City Attorney, Jude Hinson, who has resigned effective July 1, 1985. Candidates will be interviewed in the near future for the position.

 

Mayor Stallings announced the resignation of the Director of Public Works, Fred Hendrix, effective May 31, 1985. Applications will be accepted and candidates interviewed by the selection committee. Mayor Stallings, Mr. Culpepper, and Mr. Stricklin praised the efforts of Mr. Hendrix

 

Mayor Stallings stated that the University Heights Lions Club, as a fund raising project, is promoting Jonesboro through a board game, similar to Monopoly. Various businesses and local utilities will be included. A space has been reserved for the aldermen who wish to participate voluntarily for a sum of $5.00.
