CITY COUNCIL MEETING SEPTEMBER 7, 1976

 

The Jonesboro City Council met in regular session, Tuesday, September 7, 1976, at 7:30 p.m. There were present, City Clerk, City Attorney, and the following named aldermen: Sanderson, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah and Darling. Absent: Mayor, Bowers and Bridger. In the absence of the Mayor, Vice-Mayor Stricklin presided over the meeting.

 

The following ordinance was on third reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED JULY 26, 1976, ASSIGNING SAID ANNEXED TERRITORY TO WARD 1, ZONING SAID ANNEXED TERRITORY C-3 AND R-2; DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES

 

Mr. Darling moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Sanderson with all members voting aye. The ordinance was given #1531.

 

Mr. Hannah offered the following ordinance for 1st reading;

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD  ; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES

 

Mr. Johnson moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Minx. Roll call voting aye: Sanderson, Stricklin, Minx, Smith, Henson, Haggenmacher, Johnson, Hannah and Darling. Burns voted nay.

 

Mr. Hannah moved that the request for permission to place a mobile home at 3611 School Street, and 516 E. Oak, be denied, seconded by Mr. Darling, with unanimous vote of council.

 

After some discussion with the Traffic Safety Officer Lieu Bob Smith, Mr. Hannah moved that an ordinance be drawn for the next meeting, concerning traffic control on Hurricane Drive and College. The motion was seconded by Mr. Darling, with the only descending vote cast by Mr. Sanderson.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Smith moved that the rules be suspended and the ordinance be placed on third and final reading, seconded by Mr. Haggenmacher with all members voting aye. After the ordinance had been read, Mr. Hannah moved for the adoption of same, seconded by Mr. Darling, receiving unanimous vote of council. The ordinance was given #1532.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATION THEREOF: AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #1434 WHICH AMENDS ORDINANCE #776, THE SAME BEING AN ORDINANCE PROVIDING FOR THE LICENSING OF ELECTRICIANS, CONTRACTORS, AND ETC., UNDER THE ELECTRICAL CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Mr. Burns moved that the ordinance be amended, changing the fee from $1,000.00 to $25,000, seconded by Sanderson. Roll call, voting aye, Sanderson, Burns, Stricklin and Hannah. Voting nay, Minx, Smith, Hinson, Haggenmacher and Darling. Motion failed.

 

Mr. Smith then moved that the ordinance be tabled, seconded by Mr. Hinson, with all members voting aye.

 

The following bids were opened on police cars:

 

O’Neal Ford                     $36,199.45

Jelks                     35,512.47

 

Mr. Hannah moved that the low bids that met the specs be accepted, seconded by Mr. Smith, all voted aye except Mr. Sanderson, who cast a nay vote.

 

The following bids were opened on stop signs:

Mr. Johnson moved that the Mayor and Mr. Davis handle sending the bids to the Highway Department in Little Rock, and accepting their recommendations. Motion seconded by Mr. Haggenmacher. All voted aye.

 

AN ORDINANCE TO PROVIDE FOR THE ELECTION OF ALDERMEN BY WARDS AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Smith, with all members present casting an aye vote, except Mr. Sanderson, who voted no.

 

Mr. Burns moved that council convene in executive session. Seconded by Mr. Smith, all voted aye.

 

After the business meeting was resumed, Mr. Burns moved that the City Employee Mike Cameron as Director of Public Works at an annual salary of $25,000.00, seconded by Mr. Minx. Voting aye: Sanderson, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher and Johnson. Voting nay, Hannah and Darling.

 

Mr. Minx moved that the City begin collecting rent on the parking lot located at Church & Monroe, seconded by Mr. Hinson, All voted aye.

 

There being no further business, council adjourned.
