CITY COUNCIL MINUTES, JANUARY 5, 1981

 

The Jonesboro City Council met in regular session, Monday, January 5, 1981, at 7:30 P.M. in the council chambers. The oath of office was administered to Park, Stricklin, Shelton, Hinson, Bridger, Minx, Hannah, Haigler, Sanderson, Province, Mays and Haggenmacher. Also present, Mayor, City Clerk and City Attorney Lusby.

 

The minutes of December 15, 1980, were approved as read on motion by Mr. Hannah, seconded by Mr. Mays, all council voting aye.

 

Mr. Sanderson moved that the appeal hearing be set for February 9 at 7:30 P.M. Motion seconded by Mr. Hannah and all council voted aye.

 

The 1981 budget was approved on motion by Mr. Hannah, seconded by Mr. Shelton and all council voting aye.

 

Discussion was held on maintenance of the Loch Bee Post Office and Mr. Sanderson suggested that the Mayor meet with Judge Bearden and determine extent of maintenance that exists in the current contract.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO REGULATE DEALERS IN PRECIOUS METALS; TO PROVIDE A PENALTY FOR VIOLATIONS OF THE ORDINANCES; TO DECLARE AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bridger. Mr. Hinson moved that the ordinance be amended by deleting “deliver daily receipts”. Motion seconded by Mr. Shelton. Voting aye: Hinson, Shelton, Mays, Haggenmacher. Voting nay: Park, Stricklin, Bridger, Minx, Hannah, Haigler, Sanderson and Province. Motion failed. Voting aye on the adoption of the ordinance: Park, Stricklin, Shelton, Bridger, Minx, Hannah, Haigler, Sanderson, Province, Mays and Haggenmacher. Voting nay, Hinson. The ordinance was given the number 1749.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND SECTION 13-10 OF THE CODE OF ORDINANCE OF THE CITY OF JONESBORO, THE SAME BEING A SCHEDULE OF LICENSE TAXES AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1750.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO PROHIBIT THE PARKING OF VEHICLES IN EXCESS OF 20 FEET UPON CITY STREETS AND CITY RIGHT OF WAY; PROVIDING FOR PENALTY FOR VIOLATION THEREOF AND FOR OTHER PURPOSES

 

Mr. Hannah moved the ordinance be tabled for two weeks and turned over to the Parking committee for recommendations.  Motion seconded by Mr. Sanderson, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ARTICLE 1 OF CHAPTER 8 DESIGNATED ELECTRICAL CODE

 

Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1747.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ARTICLE 2 OF SECTION 8 THE SAME BEING A LICENSING OF ELECTRICIANS, CONTRACTORS, ETC.

 

Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1748.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Province moved that Ms. Haigler be appointed Vice Mayor during 1981, seconded by Mr. Minx, all council voting aye.

 

Mr. Hannah commended Mr. Province in his capacity as Vice Mayor during 1980 and those sentiments were expressed by the entire council and Mayor.

 

City Attorney Lusby was instructed to draw an ordinance regulating parking on Hester Street.

 

There being no further business, council adjourned.
