A RESOLUTION BY THE CITY COUNCIL OF JONESBORO, ARKANSAS TO ALTER THE OFFICIAL ROUTE DESIGNATED AS A STATE SCENIC BYWAY BY SEEKING AN AMENDMENT OF CERTAIN PORTIONS THAT LIE WITHIN THE CITY LIMITS OF JONESBORO, ARKANSAS

WHEREAS, Act 382 of 1997 of the 81st General Assembly of the State of Arkansas designated a route extending from St. Francis in Clay County to Helena in Phillips County, and including portions of several highways, as an Arkansas Scenic Highway, known as the Crowleys Ridge Parkway; and
WHEREAS, Arkansas State Highway Commission Minute Order No. 97-187 designated this same route as an Arkansas Scenic Byway, with certain exceptions; and
WHEREAS, this designation simply extended identified major highway segments through municipalities, in the absence of any existing assessment as to whether other routes through the city might be more appropriate official connecting routes; and
WHEREAS, the legislatively designated route through Jonesboro follows SH 141 (Church Street); with a University Loop following US 49 and 1 (Stadium Boulevard) and SH (Highland Drive); and
WHEREAS, as assessment has now been completed, and an alternate route has been determined to possess more of the intrinsic qualities inherent in a state scenic byway;
NOW THEREFORE BE IT RESOLVED, that the City Council of Jonesboro, Arkansas requests the official designation to be amended as follows: South from Greene County along SH 141 (Church Street) to CR 766 (KAIT Road); east on CR766 to SH 351 (Old Greensboro Road); South on SH 351 to US 49 and US 1 (Stadium Boulevard); South on US 49 and US 1 to Aggie Road; West on Aggie Road to Robinson Street; South on Robinson Street to Marshall Street; West on Marshall Street to Caraway Road; South on Caraway Road to Matthews Avenue; West on Matthews Avenue to US 49B (Main Street); North on Main Street to Cate Avenue; West on Cate Avenue to US 49B (Union Street); South on US 49B to SH 1B South (Harrisburg Road), LESS AND EXCEPT the segments from the intersection of US 49B and Campus Street South to SH 18 (a distance of .15 mile); and from SH 18 East to SH 1B South (a distance of .15 mile); and from the intersection of SH 1B South and Windover Road South to the intersection of SH 1B South and Lakewood Drive (a distance of one (1) mile), which are inconsistent with the State=s criteria for designation.
