CITY COUNCIL MINUTES - FEBRUARY 2, 2004

 

The Jonesboro City Council selected Councilman Dave Young to conduct the council meeting in the absence of Mayor Brodell and President Pro Temp Harold Perrin as required by the City Council Rules and Regulations adopted by Ordinance No. 3394 on January 6, 2003.

 

The Jonesboro City Council met Monday, February 2, 2004, at 6:30 p.m. A full quorum was in attendance. Present were: City Clerk, Donna K. Jackson, City Attorney Phillip Crego and eleven council members. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. Mayor Brodell and Councilman Harold Perrin were unable to attend.

 

Councilman Moore moved, seconded by Councilman Roddy to approve the minutes of January 20, 2004, as delivered. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy.

 

Councilman Young presented certified copies of a resolution to family members of Code Enforcement Officer Doug Little, recognizing his more than 13 years of service to the City of Jonesboro until his passing, January 8, 2004.

 

Councilman Dover offered the following ordinance for the first reading:

 

ORDINANCE AUTHORIZING THE PAYMENT OF COMPENSATORY TIME TO EMPLOYEES FOR THE PURPOSE OF LIMITING THE ACCUMULATION OF COMPENSATORY TIME TO A MAXIMUM OF 40 HOURS

 

Councilman Farmer moved, seconded by Councilman Moore to suspend with the second and third readings. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. Councilman Street moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The ordinance was assigned ordinance number 3454.

 

Councilman Moore offered the following ordinance for the first reading:

 

ORDINANCE TO APPROPRIATE FUNDS FOR THE PURCHASE OF PROPERTY TO REOPEN RANSOME LANE

 

Councilman Moore moved, seconded by Councilman Street to suspend with the second and third readings. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. Councilman Moore moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The ordinance was assigned ordinance number 3455.

 

Councilman Moore offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 3379, THE PURCHASING MANUAL FOR VARIOUS PURPOSES

 

Councilman Street moved, seconded by Councilman McCall to suspend with the second and third readings. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. Councilman Moore moved, seconded by Councilman Dover for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The ordinance was assigned ordinance number 3456.

 

Councilman Moore offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCES 3040 AND 3051, DELETING THE POSITION OF DIRECTOR OF PUBLIC SAFETY AND REPLACING IT WITH THE POSITION OF CHIEF OF POLICE

 

Councilman Moore moved, seconded by Councilman Street to suspend with the second and third readings. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. Councilman Street moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The ordinance was assigned ordinance number 3457.

 

Councilman Moore moved, seconded by Councilman Dover for the adoption of a resolution amending the names of Director of Public Safety, Police Chief, and Fire Chief within the City’s Classification and Compensation Plan. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:07.

 

Councilman Moore moved, seconded by Councilman Street for the adoption of a resolution establishing the position of Fire Chief within the City’s Classification and Compensation Plan. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:08.

 

Councilman Farmer moved, seconded by Councilman Street for the adoption of a resolution to amend the Employee Handbook to include a new compensatory time provision for all city employees. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:09.

 

Councilman Dover moved, seconded by Councilman Moore for the adoption of a resolution authorizing the Mayor and City Clerk to enter a contract to purchase property for a regional detention pond located at Lot 10, Block B Quail Ridge 3rd Addition (3411 Quail Ridge). A voice vote was taken resulting in all members voting aye with the exception of Councilman Roddy who voted nay. Those members voting aye were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, and McCall. The resolution was assigned number 2004:10.

 

Councilman Farmer moved, seconded by Councilman McCall for the adoption of a resolution authorizing the Mayor and City Clerk to enter a contract with Condrey and Associates to provide job descriptions for all city employees. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:11.

 

Councilman Hargis moved, seconded by Councilman Dover for the adoption of a resolution approving the revised 204 Community Development Block Grant Project Activities. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:12.

 

Councilman Farmer moved, seconded by Councilman Dover for the adoption of a resolution establishing the requirements for Grant Applications, Contracts, and Funding. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:13.

 

Councilman Street moved, seconded by Councilwoman Furr for the adoption of a resolution approving a contract with Harry Hardwick for services to acquire property rights and rights of way. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy. The resolution was assigned number 2004:14.

 

Councilman Moore moved, seconded by Councilman McCall for the following reappointments to the Parks and Recreation Planning and Advisory Committee:

•Mike Massengill, Dave Kroeter, and Tina Cook all with expiration dates of 2006.

•Mr. Al Poston with an expiration date of 2008.

 

A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy.

 

Under new business, Councilman Farmer moved, seconded by Councilman Moore to move the next city council meeting to Tuesday, February 17, 2004, due to Monday, February 16th being President’s Day. Councilwoman Furr questioned if a vote was needed to move the Public Safety committee meeting to the 17th as well, but Councilman Moore stated the Public Safety Committee meeting is set before the second city council meeting of the month and not on any particular day, so a motion was not warranted. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Furr, McCall, and Roddy.

 

With no further business, Councilman Moore moved, seconded by Councilman Dover for adjournment. All voted aye.
