The Metropolitan Area Planning commission met on Thursday, February 13, 1969 at 7:30 P.M. in the City Hall.
MEMBERS PRESENT: Scott, Kenward, Melton, Jarrett, King, Spurlock, Ulmer, Falls, Brooks Griffith, and Dan Carr (from Gassmer, Nathan, Browne, and Seabrook).
Minutes were read by Secretary Clay Kenward from October 10, 1968. Additions were made and minutes approved.
Minutes from November 14, 1968, approved as read.
Minutes from December 12, 1968, approved as read.
Minutes from December 12, 1968 executive session meeting approved as read.
Minutes from January 9, 1969, approved as read.
The meeting was called to order by Chairman Aubrey Scott.
We first asked if there was any business to be presented to the Planning Commission from the Public.
Items for business were as follows:
Item #1. Mr. Bill Duncan came before the commission with tentative plans for his land on the corner of Strom and Olive. After a lengthy discussion it was the will of the commission to go out and look at the land and take a vote at the next meeting to see if it would be profitable for him to go ahead and advertise for rezoning.
Item #2. Mr. Alfred Watkins came before the commission and stated his disagreement with the decision of the previous and present Planning Commission concerning street right-of-way. Chairman Scott explained to Mr. Watkins that a new ordinance had been passed since the previous plat and stated that the Planning Commission had approved this plat subject to a 60 foot right of way.
Item #3. Plat of Herbie Stalling’s Addition to Jonesboro, Arkansas. Motion was made by Buddy Melton and seconded by Jack Jarrett that the plat be removed as submitted. Motion was carried.
Item #4. Replat of part of Blocks B and C of Shady Park Heights Addition to Craighead County, Arkansas. Motion was made by Marion Ulmer and seconded by Buddy Melton that it be approved subject to right of way of 60 feet. Motion was carried.
Item #5. Replat of Lots 15 and 16 of Garden Court Addition to Jonesboro, Arkansas. Motion was made by Marion Ulmer and seconded by M.G. Spurlock that it be approved. Motion was carried.
Item #6. Plat of Brown’s Subdivision. Motion was made by Marion Ulmer and seconded by M.G. Spurlock that it be approved. Motion was carried.
Item #7. Replat of Lots 1 and 2 of Block C of Quail Hollow Addition, Jonesboro, Arkansas. Motion was made by Marion Ulmer and seconded by M.G. Spurlock that it be approved. Motion was carried, Mr. Fall voted nay.
Item #8. Replat of Lots 36 and 43 of Melton’s Second Addition, Jonesboro, Arkansas. Motion was made by Marion Ulmer and seconded by Frank Falls that it be approved. Motion was carried.
Item #9. Replat of John Markam. Motion was made by Marion Ulmer and seconded by Buddy Melton that it be approved as submitted subject to 6 foot street construction easement on Kitchen Street to conform with Jonesboro long range street development of a 72 foot right of way on Kitchen Street from Highway 1 North to Highway 1 South. Motion was carried.
Item #10. Plat of Oakhill Terrace Second Addition, Jonesboro, Arkansas. Motion was made by M.G. Spurlock and seconded by Ralph G. King that it be approved. Motion was carried.
Item #11. Plat of Nettleton Avenue, Jonesboro, Arkansas. Motion was made by M.G. Spurlock and seconded by Jack Jarrett that we approve MacDonalds plat plan subject to written approval of the Arkansas Highway Department. Motion was carried.
There being no further business, meeting was adjourned at 11:00 P.M.
