CITY COUNCIL MEETING TUESDAY OCTOBER 22, 1974

 

The City Council of the City of Jonesboro met in regular session in City Hall, Tuesday, October 22, 1974, at 7:30 p.m. There were present: Mayor and the following named Councilmen: Province, Dr. Bowers, Hannah, Stricklin, Minx, Smith, Bowers, Burns, Johnson, Bridger and Ward. Absent: City Attorney and City Clerk.

 

Mr. Bowers moved with Mr. Bridger seconding the motion that the 7th Day Adventist Church be allowed to solicit funds from Nov. 25 to Dec. 25. All voted aye, motion carried.

 

Mr. Smith moved with Mr. Hannah seconding the motion that the recommendations from the Parking Authority be accepted. Copy of the recommendations are inserted in Minute Book. All voted aye and the motion carried.

 

Mr. Stricklin moved with Mr. Burns seconding the motion that a committee be appointed to investigate the use of the parking lot to be located behind City Hall. The City Engineer, Burns and Stricklin were named to the committee.

 

Mr. Ward moved with Mr. Bridger seconding the motion that the low bid from Massanelli for cleaning uniforms be accepted. All voted aye and motion carried.

 

The Building Code ordinance was on the 3rd and final reading. (#1420)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1204, SAME BEING AN ORDINANCE PROVIDING FOR THE BUILDING CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah moved with Mr. Smith seconding the motion that the ordinance be adopted. All voted aye and motion carried. Motion by Hannah, 2nd by Dr. Bowers to adopt the Emergency Clause passed unanimously.

 

The Fire Code ordinance was on its 3rd and final reading. (#1421)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1244, SAME BEING AN ORDINANCE PROVIDING FOR THE FIRE PREVENTION CODE OF THE CITY OF JONESBORO, ARKANSAS

 

Mr. Ward moved with Mr. Hannah seconding the motion that the ordinance be adopted. All voted aye, motion carried. Motion by Johnson, 2nd by Ward to adopt the Emergency Clause passed unanimously.

 

The bicycle speed limit ordinance was on the 3rd reading. (#1422) 

 

AN ORDINANCE REGULATING THE USE OF BICYCLES WITHIN THE CITY; AND FOR OTHER PURPOSES

 

Mr. Smith moved with Mr. Bowers seconding the motion that the ordinance be adopted. All voted aye and motion carried. Motion by Ward, 2nd by Bowers to adopt the Emergency Clause passed unanimously.

 

Mr. Bowers offered an ordinance to remove the stop signs on Matthews at the intersection of Vine Street for its 1st reading.

 

Mr. Stricklin offered the Tax Resolutions and Mr. Smith moved with Mr. Bowers seconding the motion that the Resolutions be adopted. All voted aye, motion carried. Five (5) mills General, 1 mill Library, 1 mill Police Pension and 1 Mill Fire Pension.

 

RESOLUTION TO LEVY A 5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE GENERAL FUND

 

The resolution was given the number 1974:21.

RESOLUTION TO LEVY A 1 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICE PENSION FUND


The resolution was given the number
1974:23.

 

RESOLUTION TO LEVY A 1 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE FIRE PENSION FUND

 

The resolution was given the number 1974:24.

 

At the request from the Building Inspector, Mr. Minx moved with Mr. Bridger seconding the motion that the building at 425 North 2nd and one at 107 W. Nettleton be condemned.              All voted aye, motion carried.

 

Final action of the Zoning Law ordinance was delayed until the City Attorney could be present and it will be put on the next agenda.

 

Mr. Smith moved with Mr. Hannah seconding the motion that the Valley View Water Association be granted an easement on the west side of Craighead Forest. All voted aye and the motion carried.

 

Mr. Johnson moved with Mr. Bridger seconding the motion that a trailer be allowed at 1011 N. Church for F.A. Pratt. All voted aye and motion carried.

 

An ordinance to prohibit parking on the south side of Nettleton from Frierson to Brookhaven was put on 1st reading.

 

Mr. Ward moved with Mr. Bridger seconding the motion that the bills as okayed by the finance committee be paid. All voted aye.

 

There being no further business, Council unanimously adjourned.
