CITY COUNCIL MINUTES, JUNE 15, 1981
The Jonesboro City Council met in regular session, Monday, June 15, 1981, at 7:30 P.M.
Present, Mayor, City Clerk and all Aldermen. Absent: City Attorney.
The minutes of June 1, 1981, were approved as mailed on motion by Ms. Haigler, second by Mr. Sanderson.
Ms. Betty Brodell, representing property owners in Oak Hills Terrace Subdivision, addressed council concerning drainage problems in that area. Pictures were presented to council which indicated the flooding conditions.
Mr. Cameron suggested the box culverts at Oak and Warner should be enlarged and one built at the end of Freemen Street. Dr. Joseph Taylor, 1803 Warner advised that the flooding presented a health problem due to the fact that it was flooding into the sanitary sewer system. Mr. Hannah suggested that Mr. Cameron figure the cost of building the culverts discuss with Guaranty Mortgage Co., developer of Scenic Hills, for help in alleviating some of the problems, and hold a meeting with area residents for further discussion on the problems.
Mr. Hannah offered the following ordinance:
AN ORDINANCE AUTHORIZING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS UNDER ACT NO.9 OF 1960, AS AMENDED, FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING FOR THE COSTS OF SECURING AND DEVELOPING INDUSTRY (THE PARTICULAR INDUSTRIAL PROJECT IS DESCRIBED IN THE ORDINANCE); AUTHORIZING THE EXECUTION AND DELIVERY OF A TRUST INDENTURE SECURING THE BONDS; AUTHORIZING AND PRESCRIBING CERTAIN OTHER MATTERS PERTAINING TO THE INDUSTRIAL PROJECT, THE CONSTRUCTING THEREOF AND THE FINANCE THEREOF; AUTHORIZING A LEASE AGREEMENT BETWEEN THE CITY OF JONESBORO, AS LESSOR AND MARLISS INDUSTRIES, INC., AS LESSEE, IN SUBSTANTIALLY THE FORM AND MADE A PART OF THIS ORDINANCE; AUTHORIZING THE EXECUTION AND DELIVERY OF THE LEASE AGREEMENT, PRESCRIBING OTHER MATTERS RELATING THERETO, AND DECLARING AN EMERGENCY
Mr. Park moved the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Shelton, all aye. Mr. Park moved the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Hannah, all aye. Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Shelton, all aye. The emergency clause was adopted by acclamation on motion by Mr. Hannah, seconded by Mr. Shelton. The ordinance was given the number 1768.
The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND SECTION 5-18.2, RELATING TO DEVELOPMENT IN DESIGNATED FLOOD HAZARD AREA WITHIN THE CITY OF JONESBORO, ARKANSAS; STATUTORY AUTHORIZATION, FINDINGS OF FACT, PURPOSE, OBJECTIVES, FLOOD INSURANCE RATE MAP (FIRM), FLOOD INSURANCE STUDY, FLOOD DAMAGE PREVENTION REGULATIONS, PENALTIES, AND EMERGENCY CLAUSE
Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park. Voting aye: Park, Stricklin, Shelton, Bridger, Hannah, Haigler, Province, Mays. Voting nay: Minx, Sanderson, Haggenmacher. The ordinance was given the number 1769.
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS; BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5, ZONING SAID ANNEXED TERRITORY RESIDENTIAL R-2; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Sanderson offered the following ordinance:
AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR ZONING BOUNDARIES AND FOR OTHER PURPOSES
The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND SECTION 10-11 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS; INCREASING THE MONTHLY GARBAGE FEES FOR RESIDENTIAL UNITS (SINGLE FAMILY DWELLINGS AND MULTIFAMILY DWELLINGS) AND DECLARING AN EMERGENCY
Mr. Hannah discussed the proposal of one cent sales tax and advised council that the 1981 budget would exceed revenues by $400,000. He indicated that the council would call for a referendum within ninety days. Mr. Hannah then moved that the sanitation rate increase ordinance be tabled, seconded by Mr. Shelton, all aye.
Ms. Haigler announced her resignation effective July 15th. She will accept a teaching position in Oklahoma.
There being no further business, council adjourned.
