Metropolitan Area Planning Commission Minutes, August 9, 2005

Chairman Beadles called the meeting to order at 7:00 p.m.

 

After brief discussion of needed changes and additions, minutes of the July 12, 2005 meeting were approved.

                     

The Chair then announced that Item 3, RZ-05-22, had been withdrawn by the applicant.

 

#1                     PP-05-07                     Chastain Development LLC requests Preliminary Plat review for Windsor Landing Phases IV-IX, a residential subdivision comprising 149 lots on 39.72 acres in an R-1 Single-Family Medium Density District. The subject property is on the west side of Clinton School Road. John Archer, the project engineer, was present as proponent for this item. Mr. Archer stated that he had been given a list of 14 items by City Engineer Claude Martin, and had addressed 6, and was working on the rest. Mr. Archer also stated that he thought he had met all the requirements for preliminary plat approval. The Chair asked if there were opponents to the item present. There were none. The Chair asked for discussion or a motion. Mr. Krennerich stated that, because of the high number of lots, he would like to see an additional access to Clinton School Road created near the southeast corner of the site through lots 117 and 147. Chairman Beadles asked about a possible access to the north. Mr. Archer stated that the developer had contacted the owner of the property just to the north of the subject property and that individual had asked that no R.O.W. to the southerly boundary of his property (which is currently outside the corporate limits of Jonesboro) be shown. Mr. Krennerich stated his feeling that with the addition of the street at the southeast corner, access to the subdivision would be more than adequate. Ms. Moore asked if the MAPC had not previously made a decision to not approve plats unless all staff items had been taken care of prior to the meeting. The Chair replied that Ms. Moore was correct. Mr. Harris stated that he was concerned that the Commission might be asking for more information to be submitted at the preliminary phase than was required by the Subdivision Regulations, in particular, drainage information, which is included under final plat review requirements in the regulations. Discussion of past problems followed, and it was generally agreed on that the recent practice of requiring all information to be submitted at preliminary review had worked well to eliminate problems with plats receiving final approval without all problems being addressed by the developers. It was also generally agreed that the submittal was unlikely to be approved with so many items from the City Engineer’s list unaddressed. At this point Mr. Chastain asked to withdraw the request.

 

#2                     RZ-05-15  Robert Rees requests approval of rezoning from C-3 General Commercial District to R-6 Multi-Family District for a 1.13 acre parcel located on the west side of Dara Drive just north of Highland Drive. Mr. Robert Rees was present as proponent. No opponents were present. The City Planner stated that Mr. Rees had reduced the number of units he wanted to place on the site. Land uses in the area are very mixed, and the multi-family might serve well as a transition between the commercial uses and the single family uses. Mr. Vance moved that the requested rezoning to R-6 be recommended to City Council with a Limited Use Overlay stipulating a maximum of 16 units on the site. Mr. Krennerich seconded. The motion carried on a vote of 6-0.

 

#3                     RZ-05-22  INHOC, LLC requests approval of rezoning from R-1 Single-Family Medium Density to C-3 General Commercial Limited Use Overlay and R-5 Multi-Family Limited Use Overlay for a 6.78 acre parcel located on the north side of Highland Drive between Wofford Street and Rains Street. THIS ITEM WITHDRAWN PRIOR TO THE MEETING AT THE REQUEST OF THE APPLICANT.
