CITY COUNCIL MINUTES OCTOBER 3, 1977

 

The Jonesboro City Council met in regular session, Monday, October 3, 1977, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk, and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.

 

The minutes of September 19, 1977, were approved as mailed.

 

Petitions were presented to council by a member of Acorn, against further widening of East Washington and Kitchen Streets. Members of Acorn also requested that the Fire Station at Nettleton be converted to a community center building. The Mayor advised the group that cost estimates on repairing the building are now being made.

 

The following bids were opened for police units:

 

Thomasson Buick                     $5721.33

O’Neal Ford                     5485.00

Aycock Pontiac                     5549.00

Central Chevrolet                     5900.00

 

Mr. Hannah moved that the low bid meeting the specifications be accepted, seconded by Mr. Bridger, all voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY DATED MARCH 23, 1977; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Shelton, all voted aye and the ordinance was given #1602.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that Section (e) be amended as follows: The speed limit of Hwy. 63B from the MoPac Railroad south to the limits be increased from 25 MPH. The motion was seconded by Mr. Hinson. Voting aye: Park, Sanderson, Hinson, Haigler, Stricklin, and Shepard. Voting nay: Shelton, Bridger, Minx, Hannah, Province and Smith. There being a tie vote, the Mayor cast a nay vote. The amendment failed. Mr. Hannah then moved for the adoption of the ordinance, seconded by Mr. Bridger. Voting aye: Park, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province and Smith. Voting nay: Sanderson, Hinson and Shepard. The ordinance was adopted and given #1605.

AN ORDINANCE TO AMEND SECTION 10-1 OF THE CODE OF ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS: PROVIDING FOR THE COLLECTION OF GARBAGE: AND FOR OTHER PURPOSES

 

The following ordinance was on second reading:

Mr. Smith offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

The Mayor announced to council that October 14th at 5:00 p.m. has been set for Mayors Public Hearing on revenue sharing.

 

Mr. Park requested that cleanup be done on burned house on Huntington and Gene Martz was informed to look into the matter.

 

Mr. Hinson gave the following recommendations from the Parking Committee and the Parking Authority:

 

Remove three meters on the east side of N. Main, north of Cate

Remove one meter on the northwest corner of Monroe and Church

Remove two meters on Main in front of Home Federal

 

Mr. Hinson moved that the recommendations be approved, seconded by Mr. Shelton. Voting aye: Park, Hinson, Shelton, Bridger, Hannah, Haigler, Stricklin, Province, Smith and Shepard. Voting nay: Minx and Sanderson.

 

The street program was presented to council and Mr. Bridger moved for the approval of same, seconded by Mr. Stricklin, all voted aye.

 

On motion by Mr. Hannah, seconded by Mr. Bridger, and unanimous vote of council, the City was authorized to advertise for bids on four tornado sirens. The cost will be approximately $12,000.00 and will be taken from capital improvements fund.

 

There being no further business, council adjourned.
