Public Services Committee

July 14, 2003, 3:30PM

Huntington Bldg.

Members present: Tim McCall, Dave Young, Bill Roddy, Jim Hargis, and Cecil Province.

Others present were:  Alec Farmer, Jason Wilkie, Royce Leonard, Lester Gill, Doug Little, Keith Inman, and Donna Jackson.

Motion made by Alderman Hargis, seconded by Alderman McCall to approve the minutes of May 19, 3003 and June 9, 2003.  All voted aye.

Jason Wilkie, Parks Director provided information regarding two Pepsi America contracts, Arkansas Highway Transportation Grant and Agreement of Understanding, Contract with RESPECT to maintain and furnish the community center, and a proposed ordinance establishing parking laws and police enforcement within Jonesboro Parks.  Committee members were asked to review the documents and be prepared for further discussion at the next special called meeting scheduled for July 16, 2003 immediately following the Transportation Committee.

Councilman Young moved, seconded by Councilman Province recommending the Citizens Clean Sweep Advisory Committee members list to the Nominating and Rules Committee who would be responsible for making the recommendation to the full council.  All members voted aye.  The following individuals were nominated to serve on the ad hoc committee:

Don Bridger, Rick Forbus, Coyse Barton, Fred Rorex, Ronda McGrew, Carolyn                      Shepherd, Brad McGee, Judy Furr, Roger Watkins, Mark Hackney, Bill Roddy.  Other interested parties named were:  Doug Little, Angela Sparks, Royce Leonard, and Tony Taylor.

Councilman Farmer provided information regarding the appointment to the Craighead County Regional Solid Waste Authority.  He explained A.C. A. 14-233-108 provides for the City Council to appoint the Board of Directors to the Solid Waste Authority, and they in turn appoint to the Management District.  Due to some confusion with A.C.A. 8-6-703 through A. C. A. 8-6-723 the Nominating and Rules Committee was under the impression they would be appointing someone to the Authority that could not be appointed to the Management District.  Councilman Farmer stated the basis for not appointing was incorrect but explained there will be three more appointments to the Craighead County Regional Solid Waste Authority in August, and wanted to clarify the situation to the Sanitation Committee.

Councilman Farmer also requested the Sanitation Committee review a proposed resolution providing for the study of environmental status of the proposed Class IV Landfill site and potential alternate sites.  Discussion followed with Royce Leonard agreeing to put together cost figures for Phase II evaluations with Northstar and Anderson’s to be provided to the Sanitation Committee.

Councilman Hargis moved, seconded by Councilman McCall for adjournment. All voted aye with the exception of Councilman Young who had left a few minutes earlier.
