CITY COUNCIL MINUTES APRIL 7, 1980

 

The Jonesboro City Council met in regular session, Monday, April 7, 1980, at 7:30 p.m. Present: Mayor, City Clerk, City Attorney and all aldermen.

 

The minutes of March 17, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Shelton and all council voted aye.

 

The following ordinance was 3rd reading:

 

AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF JONESBORO, ARKANSAS; BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ZONING SAID PROPERTY R-2; ASSIGNING SAID PROPERTY TO WARD 4 AND FOR OTHER PURPOSES

 

Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hannah. All voted aye. The ordinance was given the number 1716.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE AMENDING ORDINANCE NO. 1657 OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS; CHANGING THE NAME OF THE FACILITIES BOARD CREATED IN SUCH ORDINANCE TO THE “CITY OF JONESBORO, ARKANSAS RESIDENTIAL HOUSING AND HEALTH CARE FACILITIES BOARD: EXPANDING THE POWERS OF SAID FACILITIES BOARD PURSUANT TO THE PROVISIONS OF ACT NO. 142 OF THE ACTS OF ARKANSAS; PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Park moved that the rules be suspended and the ordinance to be placed on third and final reading, seconded by Mr. Stricklin. All voted aye. The ordinance was given the number 1717.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO PROHIBIT THE STORAGE, HANDLING OR USE OF CLASS I FLAMMABLE LIQUIDS AND COMBUSTIBLE CLASS II AND III LIQUIDS ON RESIDENTIAL LOTS LOCATED WITHIN THE MUNICIPAL LIMITS OF THE CITY OF JONESBORO; PRESCRIBING PENALTIES FOR VIOLATION OF SAID ORDINANCE AND FOR OTHER PURPOSES

 

Mr. Shelton moved that Section 3 be amended to read…all persons, firms, corporations and/or associations are prohibited from storing Class I flammable or Class II or III combustible liquids is excess of six (6) gallons in any storage building on a residential lot and not used as a residential dwelling. Ms. Haigler seconded the motion and all council voted aye. Mr. Hannah then moved for the adoption of the ordinance as amended, seconded by Mr. Mays. All council voted aye. The ordinance was given the number 1718.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL; DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Shelton moved the rules be suspended and the ordinance to be placed on 2nd reading, seconded by Ms. Haigler. All voted aye.

 

The following bids were opened for police department uniforms:

Mr. Stricklin advised council that a decision on the bids should be deferred for two weeks, pending the bidders sending samples to the City of examination.

 

The following bids were reviewed for concrete:

Mr. Sanderson moved that bid from Hedger Brothers be approved, seconded by Mr. Shelton. All voted aye.

 

The following bids were reviewed for a street sweeper:

All bids on the sweeper were deferred for two weeks.

Mr. Sanders moved that all bids be rejected and telephone bids be received for each order. Motion was seconded by Mr. Shelton. All voted aye.

 

The following bids were reviewed for asphalt:

Mr. Minx moved that the bid from Atlas Asphalt be approved, seconded by Mr. Sanderson. All voted aye.

Mr. Minx moved that the bid from Atlas Asphalt be approved, seconded by Mr. Bridger. All voted aye.

Mr. Bridger moved that the bid from Hawkins Equipment be approved, seconded by Mr. Minx. All voted aye. On motion by Mr. Bridger, seconded by Mr. Minx and unanimous vote of council, Mr. Harold Copenhaver was reappointed to the Forum Commission.

 

Mr. Hannah moved that permission be granted for placing a mobile home at 415 Patrick, seconded by Mr. Hinson. All voted aye except Mr. Minx who voted nay.

 

Mr. Hannah moved that permission be granted for placing a mobile home at 2304 Willow Rd., seconded by Mr. Park with the only negative vote being cast by Mr. Minx.

 

There being no further business to come before council, the meeting adjourned.
