III. APPROVAL OF MINUTES
A. Minutes for the October 19, 2011, Stormwater Management Board Meeting
Motion to approve the minutes was made by Beisner and seconded by Dover. The minutes were unanimously approved.
IV. OLD BUSINESS
Light gave an update on the Corps of Engineers. The Corps gave a presentation on January 30th. He provided a copy of the PowerPoint presentation they presented. It contained a project schedule. Light reported the project is moving along and the City is accumulating a lot of man-hours to be used towards the in-kind contribution for the project. Daniels questioned the goal of the project. Light stated the scope of the study is to build hydrology models, defining sub-basins, rebuilding models of existing conditions, and proposing improvements based on models.
The Community Rating System (CRS) was explained. The audit was done in early November 2011. There has been no response to the audit. Light explained this is a slow process and he had no idea when the City would hear back on the audit findings. He hopes the City will be classified as a 7 after the audit. This would decrease the flood insurance rates by 10%.
V. NEW BUSINESS
There was no new business to discuss.
VI. OTHER COMMUNICATIONS
Beisner questioned if any developer is in the City is currently using any of alternative parking methods presented by McClelland Engineering at the last meeting. Light stated they are not be used at this time. Zolper suggested publicizing these method to developers. McKeel stated he is currently getting together information for a Stormwater Presentation to be given in March or April, and he will include the alternate parking option in his presentation.
Coleman questioned drainage at ASU. Light stated the Mayor met with ASU officials regarding communications between the two entities and it was determined that the two groups would meet on a semi-annual basis to discuss what each group is doing and how if it will affect the other. These meeting will discuss all aspects of work being done, not just drainage issues.
VII. PUBLIC COMMENTS
Zolper read the attached summary of the variance request by Robert Rees. McAlister represented Rees. McAlister explained that Rees is requesting a variance to construct apartments within 10-feet of a floodway. He stated they intend to do a LOMR-F regarding the floodway line and asked to develop the property regardless of where the floodway line currently is. Rees stated that water will not affect the development. Light stated there is an ordinance that prohibits building a structure within 10-feet of the regulatory floodway. Rees was proposing to fill in and building in the floodway. Beisner questioned what the elevation change would be to get out of the floodway. Hurd stated 2 - 3 feet. Daniels suggested to just go through the normal process with FEMA since they already intend to do a LOMR-F. Zolper questioned why they had made the request on the local level before they have the LOMR-F from FEMA. Rees stated he was in no hurry and asked the Board to approve the variance with the stipulation they get the LOMR-F. Light stated all reviews and conversations have been preliminary. Zolper stated it would be better for the City and the Developer to get the LOMR-F first and then come back to the Board if a variance is needed. Zolper asked if they had applied for a 404 Permit. McAlister stated they had contacted the Corps and a 404 Permit would not be required because it is not a wetland. Light said they would need a copy of the letter from the Corps for the project file. Coleman made a motion to table for variance request by Robert Rees until all forms are completed and reviewed by the City Engineer. Second by Day. All voted aye. The request was tabled.
VIII. ADJOURNMENT
Beisner adjourned the meeting at 9:27 a.m.
