CITY COUNCIL MINUTES AUGUST 20, 1979

 

The Jonesboro City Council met in regular session, Monday, August 20, 1979, at 7:30 p.m. Present were Mayor, City Attorney, City Clerk and all elected aldermen.

 

Mr. Keith Blackman, representing the appellants in an appeal from the MAPC, advised council that the property in question, located in the Wewer’s Addition, Highland Drive, was surrounded by areas that are commercial, a business had been in operation at the property for a number of years, and that the best use of the property would be a rezoning.

 

Mr. Bill Bristow representing those in opposition to the rezoning stating that the members of council should comply with the MAPC decision; rezoning would be spot zoning; R-3 zoning would permit multi-family dwellings; and that a Real Estate office would not comply with R-3 zoning.

 

No action was taken by the request of council.

 

The minutes of August 6, 1979, were unanimously approved by council on motion by Mr. Stricklin, second by Mr. Hinson.

 

Mr. Howard Vance, representing the Industrial Committee of Chamber of Commerce, advised council the forth (40) acres was available for purchase adjourning the Industrial Park, and recommended that council purchase same. Mr. Hannah moved that the property be purchased from Capital Improvement funds at a total cost of $112,000.00 $32,500.00 to be paid at the time of purchase and the remaining after January 1, 1980. Motion second by Mr. Shelton an all council voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3): DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, second by Mr. Park. All voted aye and the ordinance, was given #1693.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the ordinance be tabled indefinitely, second by Mr. Mays. All voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, second by Ms. Haigler. All voted aye and the ordinance, was assigned #1694.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ESTABLISHING MATERIAL STANDARDS FOR SANITARY SEWER LINES WHICH SHALL BE CONSTRUCTED UNDER STREET AND HIGHWAY RIGHT-OF-WAYS; AND FURTHER PROVIDING METHODS OF CONSTRUCTING SEWER SERVICE LINE UNDER STREET AND HIGHWAY RIGHT-OF-WAY AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, second by Mr. Hannah. All voted aye and the ordinance, was given #1695.

 

The following bids were opened on Police Safety Equipment.

 

G.T. Distributors, Memphis, TN                     No Bid

Sargent Sowell, Inc., Grand Prairie, TX                     $2,190.00

Farrior’s Inc., Little Rock, AR                     3,145.62

Broadway Arms Co., North Little Rock, AR                     1,881.05

 

On motion by Mr. Stricklin, second by Mr. Parks and unanimous vote of council the bid from Broadway Arms was approved.

 

The following bids were opened on a pick-up truck for the Parks Department:

 

O’Neal Ford, Jonesboro                     $6,106.00

 

The following bids were opened for a carry all van for Street Department:

 

Moon Chevrolet, Inc., Trumann                     $6,350.00

O’Neal Ford, Jonesboro                     6,162.00

 

Ms. Haigler moved that all bids on the truck and van be rejected and the items be re-bid. Motion was second by Mr. Hinson. All council voted aye.

 

Mr. Province presented to council petitions from property owners on Main Street and College Avenue requesting “No Parking” on both sides of the street. Mr. Province moved and ordinance be drafted concerning this matter, second by Mr. Sanderson, and unanimous vote of council.

 

The Public Facilities Board was approved by unanimous vote of council on motion by Mr. Sanderson and second by Mr. Hannah.

 

There, being no further business, council adjourned.
