CITY COUNCIL MINUTES - SEPTEMBER 4, 1984

 

The Jonesboro City Council met in regular session, Tuesday, September 4, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney and all Aldermen.

 

The minutes of August 20, 1984, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Stricklin. All voted aye.

 

Concerning a resolution asking City Water & Light to install traffic lights at the intersections of Matthews and Gee and Nettleton and Gee, Mr. Hannah moved, seconded by Mr. Hinson, to table the resolution for 2 weeks. All voted aye.

 

Mr. Bridger moved, seconded by Mr. Sanderson to approve F.A.U.S. Funds on several intersections by priority as stated in a report from the Chamber of Commerce Streets and Highways Committee. All voted aye.

 

Mr. Mays offered the following resolution:

 

RESOLUTION TO EXPRESS APPRECIATION TO CHARLIE SCHAAF FOR HIS SERVICE TO THE CITY OF JONESBORO AND ITS CITIZENS AS AN ALDERMAN

 

Mr. Mays moved, seconded by Mr. Nix, to adopt the resolution. All voted aye. The resolution was given the number 1984:14.

 

Mr. Sanderson moved, seconded by Mr. Nix to appoint Dennis Zolper to the Civil Service Commission in Mr. Hanley’s position. All voted aye.

 

Mr. Sanderson offered the following ordinance: (Animal Control Officer)

 

AN ORDINANCE TO AMEND ORDINANCE #1803 WHICH WAS AN ORDINANCE TO AMEND ORDINANCE #1651 BEING AN ORDINANCE TO AMEND ORDINANCE #1266 AS AMENDED, THE SAME BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance: (Parking fines)

 

AN ORDINANCE AMENDING ORDINANCE #1638, BEING AN ORDINANCE DESIGNATING MAXIMUM TIME LIMITS FOR PARKING ON CITY STREETS AND PARKING LOTS WITHIN THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES

 

Mr. Province offered the following ordinance: (Traffic Control at New Annie Camp)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Park moved, seconded by Mr. Shelton, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

The following ordinance was on 2nd reading: (Annex - Spence Circle)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading: (I-1 to R-3 -Blaylock Add.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE; PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Park offered the following resolution:

 

RESOLUTION TO EXPRESS APPRECIATION TO MRS. E. BOONE WATSON FOR HER LIFE OF SERVICE TO THE CITY OF JONESBORO AND ITS CITIZENS

 

Mr. Hannah moved, seconded by Mr. Hinson, to adopt the resolution. All voted aye. The resolution was given the number 1984:15.

 

Mr. Sanderson asked that the City investigate a storm sewer cleaner manufactured in Jonesboro to see if it would help meet the needs of the Street Department.
