MEMBERS ABSENT: Aycock, Bahn

 

The minutes of the August 14, 1990 meeting were approved as prepared.

 

#1  RZ90-34  Jerome and Barbara Ruther requested rezoning from R-1 to C-3 for .933 acre, located on a part of the NW 1/4, NW 1/4 of Section 28, T14N,  R4E. The property is located on the south side of Highland Drive, east of the K-Mart Building.

 

Mr. Vance made a motion to approve this request subject to a site plan being submitted and approved and the property being platted before any development occurs. The motion was seconded by Mr. Patteson. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#2  MP90-37  Wendell Casey requested approval of a one lot subdivision containing .63 acre.  The property is located on the west side of Easley Lane, approximately 1/4 mile north of Highland Drive.

 

Mr. Patteson made a motion to approve this request subject to 30' of right-of-way being shown from centerline on Easley Lane and the owner signing a street improvement agreement. Mr. Coleman seconded the motion. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#3  SU90-4  Wendell Casey requested approval of placement of a mobile home on Lot 1 of Ruble Casey Subdivision. The property is located on the west side of Easley Lane, approximately 1/4 mile north of Highland Drive.

 

A motion to approve this request was made by Mr. Vance and seconded by Mr. Patteson. No one present was opposed to this request.  Voting was 6 in favor, 0 opposed. REQUEST APPROVED.

 

#4  SU90-5  Ms. Mayne Griffin requested approval of placement of a mobile home at 2400 S. Commerce Drive. The property is located on the east side of Commerce Drive, south Highland Drive.

 

A motion to approve this request was made by Mr. Vance and seconded by Mr. Colemen. None in attendance voiced opposition to this request.  Voting was 6 in favor, 0 opposed. REQUEST APPROVED.

 

#5  SU90-6 Lucille Ray requested approval of placement of a mobile home on Lot 1 of Greggs Subdivision. The property is located on the southwest corner of Willow Road and Griggs Street.

 

Mr. Patteson made a motion to approve this request subject to the owner submitting a replat of the property within ninety (90) days, but allowing the mobile home to be placed on the property now. The motion was seconded by Mr. Vance. Voting was 5 in favor, 1 opposed. REQUEST

APPROVED WITH STIPULATIONS.

 

#6  FP90-6  Kent Arnold requested final approval of Caraway Place, Phase III. The third phase contains 59 lots on 11.75 acres and is located south of Glenn Place, ease to Caraway Road. Mr. Vance made a motion to approve this request with the stipulations that the utility easements be added to the plat as noted. The motion was seconded by Mr. Patteson. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS

 

#7  MP90-38  Shirley Cooper requested approval of a one lot subdivision containing .88 acre. The property is located on the southeast corner of S. Culberhouse Road and Tannehill Drive.

 

A motion to approve was made by Mr. Coleman subject to owner signing a street improvement agreement for Tannehill Drive. Mr. Damron seconded the motion. Voting was 6 in favor, 0 opposed.  REQUEST  APPROVED  WITH  STIPULATIONS.

 

#8  RP90-36  Timothy Woodruff, Joe Verser and David Lamberth requested a three (3) lot replat of Tracts 1 and 2 of the Verser Addition. The property is located on the west side of S. Culberhouse Road, south of Shade Tree Lane. Mr. Vance made a motion to approve this request advising the property owners that any further development would require proper subdivision.  The motion was seconded by Mr. Coleman. Voting was 6 in favor, 0 opposed. REQUEST  APPROVED.

 

#9  RP90-37  John Warner and Joseph Rolfe requested a five (5) lot replat of Lot 4, Block C of Apple Hills Subdivision. The property is located between Patrick Street and Winesap Road, south of Magnolia Road.

 

Mr. Vance made a motion to approve this request subject to the right-of-ways being shown as a minimum of 30' from centerline on Patrick Street and Winesap Road and the owner signing a street improvement agreement for both streets. Mr. Patteson seconded the motion. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#10  RP90-38 Wayne Brumley requested a two (2) lot replat of Lot 18 of Pine Hills Subdivision. The property is located on the north side of New Hope Lane, west of Harrisburg Road.

 

Mr. Patteson made a motion to approve this request with the stipulation that the owner sign a street improvement agreement for New Hope Lane. Mr. Coleman seconded the motion. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS. 

 

Other business:  Mr. McCracken informed the Commission of a planning seminar to be held in West Memphis on November 17, 1990 and encouraged all members to attend.

 

The Commission was informed of a request by Robert Rees for a special meeting to be held for site plan review of an apartment complex to be built on Bittle St. There was no motion made concerning this request.
