Minutes for the City Council meeting on February 21, 1983

PUBLIC HEARING - The Jonesboro City Council conducted a Public Hearing on February 21, 1983, at 6:30 p.m. for the purpose of hearing those interested in a grant application by Craighead County and the Jonesboro softball association for the development of a softball complex south of Jonesboro near the Children’s Colony.

 

Judge Roy C. Bearden called the meeting to order and at that time, he called on Mr. Mike Cameron to explain what the grant application involved at the park. He explained that the money would go for lighting, paved roads, parking, concession stand, bathroom facilities, and fencing.

 

At this time, Ms. Donna Rogers, Secretary-treasurer spoke to the estimated cost of the lighting at the park. She explained that the grant money would be used in the most economical way possible. She explained that the money that has already been spent at the park was used on the grounds and partial fencing but more money was needed to complete the project.

 

At the meeting were 49 Citizens of Craighead County who represented the 81 adult softball teams in Craighead County.

 

PUBLIC HEARING - The Jonesboro City Council conducted a Public Hearing on February 21, 1983, at 7:00 p.m. for the purpose of hearing those interested in a grant application by the City of Jonesboro for the continued development of Craighead Forest Park.

 

Mayor Neil Stallings called the meeting to order and at that time, he called on Mr. Mike Cameron, City Engineer, to explain to the 47 citizens who attended the hearing what the priorities were at the park and how the money from the grant is to be used. He explained that most all of the money will be used to provide city water to the site along with road repairs and construction. Also, money is needed to complete 2 softball fields, build public shelters, public restrooms, and complete a walking trail through the park.

 

At this time, Mayor Stallings spoke about the needs to complete the park so that the citizens of Jonesboro as well as the neighboring cities could enjoy the benefits of the park.

 

CITY COUNCIL MINUTES - February 21, 1983

 

The Jonesboro City Council met in regular session, Monday, February 21, 1983, at 7:30 p.m. Present, Mayor, City Attorney, City Clerk and all aldermen except: Mr. Hinson and Dr. Smith.

 

The minutes of February 7, 1983, were approved as mailed on motion by Mr. Park, seconded by Mr. Mays, all aye.

 

It was asked by the Purchasing Department that the bids on the Wheel Loader for the Sanitation Department not be reviewed because all bids had not been compared to the specifications. Bid review was tabled.

 

Mr. Park offered the following resolution:

 

RESOLUTION TO AUTHORIZE THE MAYOR TO APPLY FOR ASSISTANCE FROM THE NATIONAL PARK SERVICE TO DEVELOP RECREATIONAL FACILITIES

 

Mr. Park moved for adoption of same, seconded by Mr. Stricklin. All aye. The resolution was given the number 1983:04.

 

Mr. Sanderson offered the following resolution:

 

A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO MATCH FEDERAL-AID BRIDGE REPLACEMENT AND REHABILITATION MONIES FOR THE REPLACEMENT OF REHABILITATION OF EXISTING BRIDGES

 

Mr. Hannah moved for the adoption, seconded by Mr. Sanderson. All aye. The resolution was given the number 1983:21B.

 

Mr. Hannah moved that a hearing be set of March 7, 1983, at 6:30 p.m. for all interested parties on an appeal from Richard Lusby concerning the property at Flint & Nettleton (NE corner). Seconded by Mr. Shelton. All aye except Mr. Nix who abstained Motion passed.

 

Mr. Province offered the following ordinance: (Jr. High land)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT, DATED JANUARY 14, 1983; PROVIDING FOR A ZONING CLASSIFICATION FOR SAID LANDS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 1; AND FOR OTHER PURPOSES

 

Mr. Shelton moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hannah, all aye.

 

Mr. Hannah moved that the ordinance contain an amendment stating the owner will widen streets 15 feet from the center line and will install all gutters and curbs. Motion seconded by Mr. Province, all aye. Mr. Province moved that the rules be suspended and the ordinance be placed, on 3rd reading, seconded by Mr. Stricklin, all aye. Mr. Sanderson moved for the adoption of the ordinance, seconded by Mr. Mays, all aye. The ordinance was assigned #1825.

 

Mr. Hannah offered the following ordinance: (Main St. property)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was up for second reading: (Fire Code)

 

AN ORDINANCE TO AMEND SECTION 9-1 OF THE CODE OF ORDINANCES, THE SAME DEALING WITH THE ADOPTION OF STANDARD FIRE PREVENTION CODE

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on 3rd reading, seconded by Mr. Blevins, all aye. Mr. Mays moved for the adoption of the ordinance, seconded by Mr. Shelton, all aye. The ordinance was assigned #1826.

 

The following ordinance was up for the 2nd reading: (Building code)

 

AN ORDINANCE TO AMEND SECTION 5-8 AND 5-9, AS AMENDED, THE SAME DEALING WITH ADOPTION OF THE BUILDING CODE FOR THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on 3rd reading, seconded by Mr. Stricklin, all aye. Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Stricklin all aye. The ordinance was assigned #1827.

 

A motion by Mr. Mays, seconded by Mr. Stricklin to table the closing of E. Street. All voted aye.

 

A motion by Mr. Sanderson, seconded by Mr. Shelton to table the annex of Arkansas Pools on Highway 49 South. All aye except Mr. Nix who voted against. Motion carried. The ordinance was read for the 3rd time but due to uncertainty of full fire protection, adoption was tabled.

 

The following ordinance was up for the 3rd reading: (NO PARKING - Fairview & Sutton)

 

AN ORDINANCE PROHIBITING PARKING ON CERTAIN STREETS; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Mays moved for the adoption of the ordinance, seconded by Mr. Park, all aye. The ordinance was assigned #1828.

 

The following ordinance was up for the 3rd reading: (R-3 to C-3 - Planning Commission)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption including the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was assigned #1829.

 

The ordinance to make a portion of Strawn Street ONE-WAY was withdrawn and tabled by a motion from Mr. Province, seconded by Mr. Shelton, all aye.

 

At this time, Mayor Stallings reported that a public hearing was held on Wed. February 16, 1983, and that the citizens were informed by the U.S. Fish & Wildlife that the only effective way to eliminate the black birds was the scare method. Mayor Stallings requested to leave things as they are but next year the Finance Committee should appropriate funds for the problem.

 

Mr. Hannah reported that the Finance Committee voted to not pay the bills that were submitted by the Downtown Assoc. Reason being that the work was not properly bided and the City was not liable for the repairs.
