MAPC MINUTES
DECEMBER 10, 1981
The Metropolitan Area Planning Commission met Thursday, December 10, 1981 at 7:00 p.m. in the Council Chambers.
MEMBERS PRESENT: Mr. Cooper, Mr. Blalock, Mr. Ball, Mr. Tilton, Mr. Gott, Mr. Farmer Mr. Scott.
MEMBERS ABSENT: Mr. Smith, Mr. White.
Others Present: Mike Cameron, John Broadaway, Curt Hodges.
Business was as follows:
#1 A public hearing was conducted regarding a proposed amendment to Ordinance #954, the Zoning Ordinance for the City of Jonesboro, Arkansas. Subject proposed amendment is in regard to establishing Residential Planned Unit Development regulations. The public was invited to participate in this hearing.
Mr. Dan Pierce, President of the Committee explained the history of the ordinance and its purpose. Mr. Bob Gibson addressed the Commissions objecting to the ordinance in that it allowed condominiums to be constructed in Residential One (R-1) zoning. Mr. Woody Freeman stated that he would like to see a separate zoning for the condominiums. Mr. Henry Gschwend was in favor of the condominiums.
Mr. Cooper, Chairman of the MAPC, asked the Commissioners for their opinions on the proposed amendment on the condominiums.
Mr. Ball made a motion to recommend this proposed amendment to the City Council, seconded by Mr. Scott. The motion was APPROVED UNANIMOUSLY.
#2 Max Dacus requested a rezoning from Residential Three (R-3) to Commercial Three (C-3), the following described property. Dacus Replat of the West 100' of Lots 1, 2, 3 & 4 in Block 5 of R. L. Hay’s 2nd Addition to Jonesboro, Arkansas. The general location of this property is East of Church Street and South of Hickory Avenue. (See minutes of special called meeting 12/15/81).
#3 John Kitterman requests a second replat of Lots 21 & 22 of College Place Addition to Jonesboro, Arkansas. The general location of this property is North of Aggie Rd & West of Marshall St
Mr. Tilton made a motion to approve request, seconded by Mr. Scott subject to 30' right-of-way being dedicated on Marshall. REQUEST APPROVED UNANIMOUSLY.
#4 Charles Gilmer requests a replat of a part of Lots 7 & 8 of Block A of Turner and Brading Addition to Jonesboro, Arkansas. The general location of this property is North of Richmond Avenue and West of Haltom Street.
Mr. Scott made a motion to approve request, seconded by Mr. Blalock. REQUEST APPROVED
UNANIMOUSLY.
#5 (Added to Agenda) Steve Smith and Kathy Smith, requests a zoning classification of C-3 of: A part of the South Half of the Southwest Quarter of the Northeast Quarter of Section 29, Township 14 North, Range 4 East, being more particularly described as follows: Begin at the Southwest corner of aforesaid SW1/4 NE1/4; thence N89° 02' E. on the 40 acre line 50'; thence N0° 11 ½ ‘ E 50' to the North right-of-way line of Race Street; thence N89° 02' E along said right-of-way line 149'; thence S89° 03' E along said right-of-way line 530.31' to the point of beginning proper; thence NO° 11 ½ ‘ E 625.74'; thence N89° 05' E 143.12'; thence SO° 11 ½' to W 627.88' to the north right-of-way line of Race Street; thence S 89° 02' W along said right-of-way line 73.60'; the N89° 03' W along said right-of-way 70.03' to the point of beginning proper, containing 2.07 acres and being subject to a sanitary sewer easement across the South side thereof .
Mr. Scott made a motion to approve request, seconded by Mr. Tilton. Voting Aye: Mr. Blalock, Mr. Ball, Mr. Tilton, and Mr. Farmer. Pass: Mr. Gott, Mr. Scott. REQUEST APPROVED.
With no further business the meeting adjourned at 9:15 p.m.
