CITY COUNCIL MINUTES OCTOBER 18, 1982

 

The Jonesboro City Council met in regular session, Monday, October 18, 1982, at 7:30 P.M. Present: Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of October 4, 1982, were approved as mailed on motion by Mr. Sanderson, second by Mr. Johnson.

 

Bill Etter addressed council concerning the Supreme Court ruling as being discriminatory and unconstitutional of electing aldermen at large. He indicated that Wards 2 and 3 are racially imbalanced and urged the council to give a fair hearing to the prospect of changing the Cities election method.

 

Mr. Park inquired as to whether the City had the option of electing one alderman at large and one by ward. Mr. Etter did not know and City Attorney Hinson advised she would check into the question. Mayor inquired as to whether Mr. Etter had checked with the Election Commission to see if the changes could be made for the November 2 election. Mr. Etter answered that he had not. Mayor Stallings advised that City government belonged to all people of Jonesboro - why should changes be made in one night.

 

Mrs. Gladys Crumpler and Issac Stotts spoke in favor of changing the present system.

 

Mr. Haggenmacher offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR ELECTION OF ALDERMEN BY WARD AND FOR OTHER PURPOSES

 

The following bids were reviewed for block and brick laying for fire tower (attached). The bids being identical, a lottery was held and R&G Masonry was awarded the bid.

 

The following bids were reviewed for uniforms for public works department (attached).

 

On motion by Mr. Shelton, second by Mr. Smith and unanimous vote of council, the low bid from Todd Uniforms was accepted.

 

Permission was granted for, placing a mobile home at 4103 School Street on motion by Mr. Mays, second by Mr. Sanderson all council voting aye.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE TO PROVIDE FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR NO PARKING SIGNS TO BE PLACED ON THE WEST SIDE OF GILMORE; PROVIDING PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all voted aye. The ordinance was given the number 1815.

 

Mr. Robert Rees addressed council concerning any new developments in the Cable TV Franchise. Mayor advised Mr. Rees that he, Ms. Henson, Herb Davis had met with Mr. Ernest Hicks, Manger, and Troy Henry, Attorney, and they were advised that the City wants 6% of all revenues on total services of Cable TV.

 

Mr. Rees informed council that he represents 250 citizens of Jonesboro who are extremely interested in better cable service and in seeing that the City is paid all funds due them.

 

Mr. Shelton again reminded council that he was in favor of enforcing the policy of not hearing matters, which have not been placed on the agenda.

 

Mr. Bridger discussed the black bird problem that exist on Scott Street and indicated that the City has spent $3,000 and does not have additional funds available. Mr. Cameron was asked to contact the National Wildlife Service in Little Rock for assistance.

 

With there being no further business, council adjourned.
