PUBLIC HEARING - 6:00 P.M. - The public hearing scheduled for 6:00 p.m. began at 6:20 p.m. due to a delayed Street Committee meeting. No opposition was voiced.

 

CITY COUNCIL MINUTES - October 7, 2002

 

The Jonesboro City Council met Monday, October 7, 2002, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and ten council members. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilmen Tate and Copeland were unable to attend.

 

Councilman Roddy moved, seconded by Councilman Perrin to approve the minutes of September 16, 2002, as previously delivered. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Perrin moved, seconded by Councilman Rorex to approve the Special Called minutes of September 24, 2002, as previously delivered. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.

 

Councilman Young offered the following ordinance for first reading:

 

ORDINANCE ABANDONING AN UNDEDICATED RIGHT-OF-WAY OF SPURLOCK DRIVE LOCATED IN MIDDLEFIELD MEDICAL PARK. (MABE SPURLOCK)

 

Councilman Moore moved, seconded by Councilman Crocket to suspend the second and third readings. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. Councilman Moore moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The ordinance was assigned ordinance number 3377.

 

Councilman Young moved, seconded by Councilman Moore for the adoption of a resolution for condemnation of property located at 707 E. Word A& B owned by Dennis Rinehart. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The resolution was assigned number 2002:44.

 

Council reviewed the following appointments/reappointments:

 

•Councilman Rega moved, seconded by Councilman Kelton to reappoint George Krennerich with an expiration date of March 2005. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.

 

•Councilman Moore moved, seconded by Councilman Crockett to appoint Robbie Lyle to replace the late Ralph Stricklin with an expiration date of 2004. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.

 

•Councilman Young moved, seconded by Councilman Perrin to appoint Aubrey Scott, Chairman, Bob Wood, Betty Shaw, Jeri Clariday, Jimmy Ashley, Garry Tate, and Jon Wilbanks to the newly formed Drainage Committee with no expiration date. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.

 

Councilman Kelton moved, seconded by Councilman Young to set a public hearing for the purpose of vacating and abandoning all of (Pardew Street) Keith Drive for 6:15 p.m. on October 21, 2002, (Stallings Family). A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The resolution was assigned number 2002:45.

 

Under new business Councilman Province moved, seconded by Councilman Perrin to include two additional rooms in the lease agreement with St. Bernard’s Hospital for the Huntington Building. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.

 

Mayor Brodell announced Tuesday, October 8, 2002, at 2:00 p.m. would be a ground breaking for the E. Boone Cultural Center with plans to leave the existing building for an unspecified amount of time.

 

Mr. Steve Ewart, Chairman of the Joint City-County Community Transportation Committee, gave a presentation to the Jonesboro City Council on the feasibility of a countywide transportation system. Mr. Ewart contended, based on previous studies the project was doable and feasible due to several federal matching grants, and explained Jonesboro was the only community of 55,000 in population without a public transportation system. Mayor Brodell announced his plans to call a joint meeting of the Quorum Court and Jonesboro City Council to hear final comments by the Transportation Committee prior to a decision being made.

 

With no further business, the meeting was adjourned.
