APRIL 11, 1985
 
The Metropolitan Area Planning Commission met Thursday, April 11, 1985,  at  7:00 p.m. in the Council Chambers,  314 West Washington,  Jonesboro, Arkansas, to consider the Following requests:
 
MEMBERS PRESENT: Mr. White, Chairman; Mr. Vance, Vice Chairman; Mr. Blalock; Mr. McCracken; Mr. Lusby; Mr. Hunt
 
MEMBERS ABSENT: Mrs. Barber, Secretary; Mr. Orr; Mr. Ball.
 
OTHERS PRESENT:  Mr. Joe Tomlinson, City Inspector; Mr. Freddie Hendrix, City Engineer; Mr. Tim Ray; Mrs. Linda West; Mr. Curt Hodges, Jonesboro Sun.
 
#1   Bill Rogers  and  Ben Bush  request  a  rezoning  from  Residential One (R-1) to Residential Three  (R-3)  the  following  described  property:   TRACT A:   A  part  of  the  Southwest corner of  Section 13,  Township 14  North,  Range 3 East.   The general location of this property is South of West Washington Avenue.
 
Mr. Donn Mixon,  Attorney at Law,  stated  that  the  intentions  of  the  owners  were  not  to put  second  level  houses  up  and  will  only  put  (2)  two  family  dwellings  one  (1)  level.
 
Mr. Vance made the motion to rezone this TRACT A from Residential One (R-1) to Residential Two (R-2) with the following stipulations:
1.)      That  there  will  be  no  more  than  single  story  duplexes  per  lot.
2.)      That their engineer develops a drainage plan on the west side of lots one (1) and thirteen
(13) and upon doing so, be approved by the City Engineer.
 
Mr. McCracken seconded.  This motion was approved unanimously.  Mr. Lusby was not present for the vote.
 
#2     Brodell and Roach request a rezoning from Commercial Three (C-3) to Residential Two (R-2), the following described property: Roach and Brodell replat of Part of Lots 23 and 26 of Cobb and Lee Survey of the Southwest Quarter of Section 17, Township 14 North, Range 4 East.  The general location of this property is South of East Washington Avenue and North of Logan.
 
Mr. McCracken made the motion to approve with the following stipulations:
 
1.)      40' paved easement; 20' paved easement, as shown. Hard paving and Maintenance of easements maintained by property owner.
2.)      Property owner must install two (2) 20' driveways running from project across North property to Washington Avenue.
3.)      The legal deed must be recorded same time as Plat.
4.)      Easements will need to be signed, notarized and recorded after the approval of the rezoning is made by the City Council.
5.)      Provide a Site Development Plan to be approved by the City Building Inspector prior to building permit being issued.
6.)      Installation of fire hydrant on Logan Street or as specified by the City of Jonesboro's Fire Department.
 
Mr. Vance seconded.   This Motion was approved unanimously.  Mr. Lusby was not present for the vote.
 
#3     Herbert Stallings requests a replat of Lots 17 and 18 of Stallings 1st  Addition and a part of the North one half of Section 21, Township 14, North, Range 4, East.  The general location of this property is North of Matthews and West of Whiteman Creek.
 
Mr. Lusby made the motion to approve Mr. Stallings request for replat.  Mr. Vance seconded. This Motion was approved unanimously.
 
#4    Charlie Miller requests a replat of Lots 1 & 2 of the replat of Lots 1-3 of Driftwood East 2nd Addition. The general location of this property is South of Driftwood Lane and West of Stadium.
 
Mr. Vance  made  the  Motion  to  approve  Mr. Miller's  request  for  a  replat.  Mr. McCracken seconded.  This motion was approved unanimously.
 
#5    Max Dacus, Sr. requests a replat of Lot 2 of Dacus Replat of part of Lot 2 of Rose Stickler Addition to Jonesboro, Arkansas.  The general location of this property is South of East Nettleton and West of Cain Street.
 
Mr. Vance made a Motion to approve Mr. Dacus request for a replat.  Mr. McCracken seconded.
 
#6    Maxie Stem requests preliminary approval of construction plans for Chelsea Heights, a Planned Unit Development, to be located on part of the Northeast Quarter, Southwest Quarter, of Section 10, Township 14, North, Range 4, East.  The development covers 5.083 acres and contains 25 units in 25 Buildings, for a density of 6.46 units per acre.  The property is zoned R-1.  The general location of this property is West of Airport Road and North of Pamela.
 
After much discussion from opposing parties represented by Mr. Phillip Wells, Attorney at Law. Mr. Lusby made the Motion to approve preliminary approval with the following stipulations:
 
1.)      That the owner's Engineer, Mike Cameron, address the drainage problem subject to the approval of the City Engineer, Freddie Hendrix.
2.)      That Mr. Cameron research the traffic and safety problem on Pamela Drive.
 
Mr. Vance seconded.  This Motion was approved unanimously.
 
#7     Mitch Thompson  request  approval of   Site  Development Plans  for a  four-plex  to  be located  on  Lot 4,  Block  "A"  of  Turner  and  Brading  Addition.  The  general  location  of  this  property  is  East  of  Kitchen  and  North  of  Richmond. Mr. Hunt made the motion to approve Mr. Thompson's request.  Mr. Lusby seconded.  This Motion was APPROVED UNANIMOUSLY
 
#8     Brentwood Properties  requests  final  approval  of  construction  plans  for  Brentwood Subdivision,  to  be  located  on a  part  of  the  North-west  Quarter, North Quarter, Section 13,  Township 14, North, Range 4,  East,  containing 25.18  acres  more or less.  The development  will  contain  62  lots  and  is  zoned  Residential One  ( R-1. )  The  general  location  of  this  property  is  South  of  Parker  Road  and  East  of  South Culberhouse.
Mr. Vance made the Motion to approve final approval with stipulation cross drains will be shown on Brentwood Drive.  Mr. McCracken seconded.  This Motion was approved three to one. Mr. Blalock was not present to vote.  Voting Aye: Mr. Vance; Mr. McCracken; Mr. Lusby.  Voting No: Mr. Hunt.  Motion: APPROVED  ( three  to  one ).
 
#9    Carol Rhein requests approval of Site Development Plans for a shop building to be located on a part of the Southwest Quarter of the Northwest Quarter of Section 26, Township 14, North, Range 3, East.  The general location of this property is West of Highway 49 South and East of Candlewood Addition.  This item was WITHDRAWN.
 
#10    Mr. Robert Slocum requests a replat of Lot 5 of Cobb and Lee Survey of the Northwest Quarter of Section 21, Township 14, North, Range 4, East.  The general location of this property is North of Stallings Lane and East of Markle.
 
Mr. Lusby made the Motion to approve with the stipulation to add a 5' right-of-way on Stallings Lane.  Mr. McCracken seconded.  This motion was APPROVED UNANIMOUSLY.
 
#11    David Conrad  requests  preliminary  approval of  plans  for Conrad First Addition to  the City  of  Jonesboro,  a  subdivision  located  on  East Matthews Road.  The development covers 2.873 acres more or less, and will have 13 lots.  The general location of this property is West of East Matthews Road between Kingsbury Drive and East Nettleton.  
 
Mr. Vance  made  the  Motion  to  approve  for  preliminary  approval  with  the stipulation that the  developer  will  look  into  underground  drainage.  Mr. Lusby seconded.  This motion was APPROVED UNANIMOUSLY.
 
#12    Heather Ridge Development  requests  preliminary  approval  of  construction  plans  for Heather Ridge II,  a  subdivision to be located on a part of the Northwest Quarter of Northwest Quarter,  Section 24,  Township 14,  North, Range 3,  East, containing 7.882 acres more or less.  The development will  contain 35 lots  and  is  zoned  R-2.
 
Mr. Vance made the Motion to approve the request for preliminary approval.  Mr. McCracken seconded.  This Motion was APPROVED UNANIMOUSLY.
 
#13    Joe Little  requests  a  replat of  Lots 4  and  6  of  Block B,  Elmdale Condominiums.  The general  location  of  this  property  is  North  of  Westwood  Drive and South of West Nettleton.  Mr. McCracken made the motion to approve  Mr. Little's  request.  Mr. Lusby seconded.  This motion was APPROVED UNANIMOUSLY.
 
#14    Glen Lane requests approval of Site Development Plans for a commercial building to be located on Tract #7, Woodsprings Center, Lot C of Kristi Addition, Jonesboro, Arkansas.  The general location of this property is South of Woodsprings Rd and East of U.S. Hwy 63 Bypass.
 
Mr. McCracken  made  the  Motion  to  approve  Mr. Lane's request.  Mr. Hunt seconded. This Motion  was  APPROVED UNANIMOUSLY.
 
#15    Roger Moore requests a replat of the West Half of Lot 7 of Thorn's Addition to the City of Jonesboro, Arkansas. The general location of this property is North of Stevens and East of Bryant
 
Mr. Vance made the motion to approve with the stipulation subject to approval of replat going before the Board of Zoning and Adjustment requesting a variance.  Mr. Hunt seconded.  This Motion was approved three to two.  Voting aye: Mr. Vance; Mr. Blalock; Mr. Lusby.  Voting No. Mr. McCracken; Mr. Hunt.  Motion: Approved three to two.
 
#16   Dr. Rusty Roebuck requests approval of site development plans for a pet hospital to be located on Lot B of  Stallings 1st  addition. The general location of this property is North of East  Matthews  and  West  of  Whiteman Creek
 
Mr. Vance made the Motion to approve Dr. Roebuck's request.  Mr. Lusby seconded.  This Motion was APPROVED UNANIMOUSLY.
 
#17    Dr.  Schrantz requests a replat of Lots 1-23 of Upper Duckswater Addition.  The general location of this property is West of Arkansas  State  Highway 226  and  Robinwood Addition.
 
This Item was WITHDRAWN.
 
#18    Mr. White requests a replat of Lot 1 of Morningview Heights Subdivision.  The general location of this property is East of Morningview Drive and West of South Culberhouse.
 
Mr. Lusby made the Motion to deny Mr. White's request due to the fact that this lot if replatted would not be compatible with the rest of the surrounding area. Mr. Hunt seconded. This Motion was approved to DENIED   UNANIMOUSLY.
 
#19    Mr. Johnny White requests a replat of Lots 8-14 of Block A of Woodfield Subdivision.  The  general  location  of  this  property  is  South of  Edgefield Drive and  East of  Sally Lane.
 
Mr. Vance made the Motion to approve Mr. White's request.  Mr. Lusby seconded.  This Motion was approved unanimously. This Motion was APPROVED UNANIMOUSLY.
